DEFINITION

Under administrative direction, manages the activity, project delivery, implementation, maintenance, and evaluation of the Countywide enterprise resource system in response to business needs of particular functional area(s); coordinates the activities of enterprise resource planning (ERP) staff with other County divisions and departments; and does related or other work as required.

CLASS CHARACTERISTICS

ERP Manager is an at-will class that is exempt from the San Joaquin County Civil Service System. This class reports to the Auditor-Controller. Incumbents may also receive direction from other County leadership at the discretion of the Auditor-Controller. This class exercises supervision over professional, technical, and/or support staff as designated on an on-going or project basis. The ERP Manager differs from classifications in the Information Systems (IS) series’ such as IS Manager in that IS classifications require technology-based expertise while the ERP Manager requires the functional business expertise as it relates to end user business systems. This class differs from the ERP Analyst in that this class is responsible for the full-scope of project management and on-going maintenance of the entire enterprise resource system while the ERP Analyst may be responsible for particular functional or specialized area(s) and/or project components within the system.

TYPICAL DUTIES

  • Plan, organize, and direct all aspects of the Countywide ERP system, including day-to-day production support and maintenance; assign work activities, projects and programs; monitor workflow; review and evaluate work products, methods and procedures.
  • Confer with customer departments to ensure programs/applications needs are established and met; communicate project goals, objectives, impact, logistics, and issues with stakeholders; analyze and respond to justifications for new and expanded system functionality; prepare feasibility studies and project schedules.
  • Facilitate strategic and operational planning with business process owners; evaluate and prepare business cases and recommend critical project direction and scope changes, options, and issue resolutions to ensure optimal use of the system; remain knowledgeable of industry trends and best practices; recommend enhancements such as business process improvements and configuration changes for existing and new functionality.
  • Develop and implement the goals, objectives, policies, and procedures of the work and staff engaged in enterprise resource planning and administration; supervise the development and implementation of projects and services through the entire project life cycle; identifies and assigns staff and other resources required to meet project objectives.
  • Coordinate communications and working relationships with internal customers, information technology staff, outside service providers, and other agencies; build and maintain positive working relationships with internal and external contacts; participate in outside community and professional groups and committees related to the ERP.
  • Oversee quality assurance and ensure that a proper control environment is maintained in all critical areas; in conjunction with County IS, review system integrity, recoverability and expansion; oversee the monitoring and auditing of data accuracy in transactions. 
  • Research and prepare technical and administrative reports; prepare written correspondence and presentations.
  • Participate in the forecast of funds needed for staffing, equipment, materials, and supplies; solicit estimations; track and report project costs; prepare and administer project and operating budgets; manage related contracts.

MINIMUM QUALIFICATIONS

DESIRABLE QUALIFICATIONS 
Education: Bachelor's degree from an accredited college or university with major course work in Business Administration, Public Administration, Accounting, Finance, Human Resources, or a related field. 

Experience: Five years increasingly responsible work experience which required expertise in one or more functional areas served by an enterprise resource system (e.g., financial/accounting or human resources/payroll), including at least two years at a first line supervisory level and at least three years of experience interpreting and analyzing information system requirements within the assigned functional area. 

OR 
Two years of experience performing duties similar to ERP Analyst with San Joaquin County.

KNOWLEDGE

Major business processes supported by enterprise resource systems; Business Process Reengineering; enterprise resource business solution implementation; principles and methods of project management and system development lifecycle; principles and practices of supervision, training, and personnel management; change management strategies and implementation approaches; budgeting procedures and techniques; Generally Accepted Accounting Principles (GAAP); pertinent local, State and Federal rules, regulations, and laws; and principles and practices of policy development.

ABILITY

Develop and manage the execution of large scale, complex project plans; work independently under broad policy direction and goals; analyze and recommend changes to operations and procedures; research, compile, analyze, interpret, and disseminate information; read, interpret, and apply provisions of complex documents, legislation, and policies; communicate concisely and effectively, both orally and in writing; provide expert instruction to functional analysts and end-users; provide or coordinate, through subordinate staff, training and presentations to technical staff and end-users; prepare and administer budgets; analyze data and prepare technical and administrative reports and presentations; establish and accomplish goals and objectives; analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations; gain cooperation from stakeholders at all levels of the organization through discussion and persuasion; supervise, train, and evaluate personnel.
