DEFINITION

Under administrative direction, assists the Sheriff-Coroner in the administration and direction of the County law enforcement and Coroner function; and does related or other work as required.

CLASS CHARACTERISTICS

An incumbent in this single exempt class serves as second-in-command to the Sheriff-Coroner. The incumbent in this position assists in the administration of all law enforcement activities, interpreting and executing department mission and policy, and coordinating and supervising all elements of the department. The incumbent acts as the department head in the absence of the Sheriff-Coroner.

TYPICAL DUTIES

  • Assists the Sheriff in the administration of all law enforcement activities within the jurisdiction of the Sheriff’s Office; acts as the administrative head of the department in the absence of the Sheriff-Coroner.
  • Plans, supervises and directs enforcement of laws and ordinances in the protection of life and property; establishes standards of work and operating procedures; evaluates performance of staff; submits operational reports.
  • Advises and assists the Sheriff-Coroner in matters relating to departmental operations and policies; assists in forming, revising and implementing departmental policy and procedures.
  • Participates in the selection of personnel for promotion and hiring; reviews applications and conducts interviews.
  • Prepares and coordinates annual budget estimates; monitors administration of budget
  • Directs research and planning regarding department organization, facilities, training, systems, grants, and other projects as assigned.
  • Maintains liaison with other law enforcement agencies, County departments, and appropriate public and private groups; coordinates investigative work with various city, state, federal and other law enforcement agencies.
  • Makes public appearances to explain departmental policies and procedures, and to promote public relations.
  • Prepares correspondence and reports, and conducts special studies.
  • May assume field command of major incidents.
  • Supervises and maintains the Sheriff’s reserve services.

MINIMUM QUALIFICATIONS

DESIRABLE QUALIFICATIONS 

Experience: Either one year work experience equivalent to Assistant Sheriff OR four years as a Sheriff’s Captain in San Joaquin County service. 

Licenses and Certificates: Possession of valid California driver’s license and an Advanced Certificate issued by the California Commission on Peace Officers Standards and Training.

KNOWLEDGE

Principles and practices of management, planning, organizing, and directing; management analyses and systems development; principles and practices of law enforcement administration; modern law enforcement principles, practices and resources; laws and ordinances governing Sheriff-Coroner responsibilities; public relations principles and practices; sociological concepts and communication skills in dealing with a diverse population; self defense tactics; law enforcement report writing techniques; basic computer and modern office automation technology and computer software programs relevant to department operations; basic budgeting principles; principles of normal and abnormal human behavior; use and care of firearms; social aspects of law enforcement; basic cause and treatment of delinquent and criminal behavior.

ABILITY

Implement complex assignments requiring organization of material and development of procedures; analyze complex law enforcement problems and adopt effective and reasonable courses of action; exercise sound judgment, especially under stressful and emergency situations; plan, assign, supervise, and review the work of subordinate personnel; operate and care for a variety of specialized law enforcement equipment, including firearms, restraints and tactical equipment; communicate effectively, both orally and in writing; research and analyze data and prepare reports; operate computers and related software; react quickly and calmly in emergencies; establish and maintain effective working relationships with other public officials, law enforcement agencies, and the general public.
