Under administrative direction, assists the Director of Human Services in the organization and administration of the County Human Services Department; and does other related work as required.
CLASS CHARACTERISTICS
The Assistant Director of Human Services is an at-will, single position class that is exempt from the San Joaquin County Civil Service system. The incumbent is responsible for assisting the Director of Human Services with leading, managing, and administering the programs, functions, budgets and activities of the Human Services Agency, including a variety of community and social services as well as the applicable federal and state public assistance provisions which further the general welfare. The incumbent helps ensure that department programs and operations comply with all applicable laws and regulations, as well as with the policies established by the County Administrator and the Board of Supervisors. The incumbent also serves in the absence of the Director as required. The incumbent is expected to model a strong work ethic and leadership skills, including accountability for oneself and others. This class is distinguished from the Director of Human Services in that the latter class describes overall administrative responsibility for the Human Services Agency.
TYPICAL DUTIES

Assists the Director with planning, organizing, coordinating and directing the operations of the County Human Services Department; may provide direct oversight for one or more departmental units/divisions; exercises good judgment and makes sound business decisions; provides strategic leadership within the department through communication, demonstration, and accomplishment of the organizational mission, vision, and values.
Through subordinate managers and supervisors, assists in managing the work activities and responsibilities assigned to staff while delegating administrative, technical, and supervisory responsibility as appropriate; may administer department personnel matters, including employee selection, assignment, evaluation, and discipline; may coordinate staff development and training.
Assists with the development and implementation of operational policies and procedures; analyzes and interprets existing and proposed legislation as well as various regulations, policies, procedures, and other directives to determine impact on operations and recommend actions.
Assists with the development and implementation of new programs and projects; identifies new funding resources; works with department staff to develop and recommend new program opportunities, including goals, objectives, methods, and performance measurements; prepares and submits program proposals and funding requests.
Assists with the development, preparation, and administration of the department budget(s); analyzes levels of service while helping to ensure cost effectiveness and superior customer service; prepares budget requests and makes presentations to the County Administrator and Board of Supervisors as required.
Meets and confers with representatives of state and other social agencies on various matters, including the development of new programs, the coordination of services offered, and interagency relationships; assists in ensuring that State-mandated programs are understood and requirements are being met.
Attends meetings of the Board of Supervisors and provides recommendations on matters germane to areas of assignment if required; responds to inquiries and/or complaints received from the Board of Supervisors, other County departments, governmental agencies, various special interest groups, and the public.
Confers with management staff, employees, and others on policies, procedures, and workload standards; explains and interprets rules and regulations concerning the administration of programs; may oversee community relations programs to explain department programs and goals; addresses community organizations on various aspects of the department’s programs.
Assists the Director in managing the effective development and utilization of technology to improve systems and processes.
Develops and maintains cooperative and collaborative working relationships with State and County officials, other counties, community groups, and the public.
MINIMUM QUALIFICATIONS
DESIRABLE QUALIFICATIONS
Education: Graduation from an accredited university with a master’s degree in business administration, public administration, social work, social science, psychology, sociology, or a related field.
Experience: Five years of responsible senior-level administrative or management experience in a public social service or public assistance program.
KNOWLEDGE
Principles and practices of public administration, including effective organization, administration, fiscal management, and supervision; principles of social work, including group work and community organizations; principles, practices, and techniques associated with managing and administering programs in a large social service or public assistance agency; public social services funding and cost accounting; human behavioral problems and socio-economic backgrounds, and their relationship to the need for and function of public assistance; social planning and utilization of community resources; federal, state, and local social programs and related legislation; social, political, and economic issues influencing social service program administration; principles and practices of public relations and customer service; modern office technology and computer software programs relevant to assigned operations.
