Under general direction, performs a wide range
of difficult and complex management and administrative duties as the program
administrator and primary support staff to the San Joaquin Children and Families
Commission, known as First 5 San Joaquin; assists the Commission, Director of
Human Services, and the Board of Supervisors in assuring that the legislated
activities and obligations of the Children and Families Program are optimally
implemented.
CLASS CHARACTERISTICS
This is a single class position that is exempt
from the San Joaquin County Civil Service System and is an at-will position. Under
the general direction of the Director of Human Services, an employee in this
single-position class performs strategic planning, administers
grants/contracts, and provides other management-level assistance to the First 5
San Joaquin Commission in its mission to promote, support and improve the early
development (prenatal through five years of age) of San Joaquin County
children. The incumbent oversees,
directs and supervises a variety of Commission activities and also serves as a
liaison between the Commission and various agencies/groups/individuals involved
or interested in early childhood development.
TYPICAL DUTIES
Administers various complex
activities including budgeting, cost analyses, grant development/monitoring,
contracting/purchasing, training, and quality assessment; negotiates and facilitates
disbursement of funds; coordinates the preparation and presentation of audit
reports to comply with regulations; conducts research and prepares/presents
various other reports evaluating the effectiveness and efficiency of projects
and activities; makes recommendations regarding Program activities as appropriate.
Oversees the grant development
for diversifying funding for the Commission.
Negotiates and prepares
contracts from Request for Proposals with providers of services funded by the
Commission; evaluates, documents and assesses the performance of contractors.
Develops and administers the
Commission budget by managing various funding sources; maintains accurate and
appropriate records.
Supports the Commission by
planning, developing, organizing, directing and implementing objectives and
activities; in coordination with the Commission, helps establish and maintain
Commission goals, processes, policies, procedures and programs; plans and
develops Commission agendas; attends Commission meetings and facilitates
successful conduct of Commission business.
Stays abreast of current
research and development in the field of early child development issues
impacting children and families by reviewing research and evaluating program
models; monitors data and trends in the child development field; provides advice
and guidance to the Commission regarding funding, legislation, and/or other
issues relevant to the Commission helps ensure Commission compliance with
state, federal and local policies, regulations and directives; provides
training and information to Commission members and/or others as appropriate.
Develops and maintains an
effective liaison between the Commission, County Departments,
local/state/federal government entities, various boards and commissions,
educational institutions, childcare/social service providers, the media and
others; represent the Commission as appropriate at conferences and meetings;
prepares and makes presentations to the public and various parties in order to
communicate objectives and activities; plans, develops and supervises the
preparation of materials and resources as needed to enhance communication.
Performs special projects as
assigned; prepares a variety of reports and correspondence; oversees strategic
communications campaigns.
Selects, supervises, trains,
assigns, and evaluates a multi-disciplinary team of administrative and/or
clerical, fiscal, and program staff; may lead and/or serve on committees and
task forces.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited four-year college or university with a major in child development, psychology, public health, social work, public or business administration, or a related field.
Experience: Five years of increasingly responsible administrative/analytical work in a management, fiscal, personnel, social services, or related area, including at least one year of advanced project management, supervision or coordination that included program planning and implementation.
Substitution: A Master's Degree in social science, psychology, business/public administration, or related field may be substituted for one year of the general experience.
License: Possession of a valid California Driver's License.
KNOWLEDGE
Basic principles and practices of early
childhood and human development, psychology and social work; principles and
practices of public administration, including analytical procedures, grant
management, policy development, budgeting, reporting, statistical development, evaluation
methods, supervision, public relations and communications; project planning,
development and implementation; research methods and report writing; community
resources and demographics; computer skills.

Learn and understand social issues pertaining to
early childhood development and family social work; understand, interpret and
apply technically complex rules, regulations, and procedures; plan and direct
