Under administrative direction, administers the medical services of San Joaquin County's Mental Health Services and Office of Substance Abuse; and does related or other work as required.
CLASS CHARACTERISTICS
An incumbent of this single position exempt class is responsible for the direction and management of the psychiatric and medical staff operations of the Mental Health and Substance Abuse divisions of the Department of Health Care Services. Direction is received from the Chief Deputy Director - Mental Health Services.
TYPICAL DUTIES
Plans, directs, administers and monitors the psychiatric and medical services in the San Joaquin County Mental Health Services and San Joaquin County Office of Substance Abuse programs.
Develops, interprets and enforces policies, procedures, and processes regarding the managed care system of providing medical/psychiatric services.
Selects, supervises, assigns, trains and evaluates all psychiatric and medical staff of two divisions within Health Care Services including employment contract and independent contract status physicians.
Negotiates contracts for medical support services as required, including, psychiatric and medical staff for two divisions of Department of Health Care Services.
Monitors quality of care for mental health and substance abuse clients in the multiple treatment sites for all clients including children, adults and older adults.
Analyzes legislation and regulations for impact on mental health and substance abuse services; implements appropriate intradepartmental compliance procedures.
Coordinates with medical staff from various other departments within Health Care Services including San Joaquin General Hospital and Public Health Services.
MINIMUM QUALIFICATIONS
Education: Graduation from an approved medical school and completion of a psychiatric residency program approved by the American Psychiatric Association.
Experience: Five years of progressively responsible experience in the practice of medicine in psychiatry including responsibility for the management of inpatient and outpatient psychiatric programs.
License: Possession of a license to practice medicine in California issued by the State Board of Medical Examiners; possession of a California Driver's License.
KNOWLEDGE
The principles trends, and clinical issues in psychiatric care, including but not limited to mental health and substance abuse inpatient services, outpatient services, geropsychiatric programs, children's programs, correctional healthcare; supervision; organizational structure, methods and procedures; effective public relations; rules and regulations related to community mental health care in California; legal codes governing community mental health services.
ABILITY
Plan, direct and coordinate the activities of the psychiatric and medical component of the mental health and substance abuse programs of San Joaquin County; interpret and apply pertinent rules and regulations; perform complex managerial duties exercising considerable independence of action and judgment; establish and maintain effective working relationships with subordinates and the general public and contract agencies; express oneself clearly and concisely, both orally and in writing; perform essential physical/mental requirements including but not limited to reacting appropriately to emergency situations and exposure to trauma, grief and death.
