Under general policy, plans, organizes, and directs the operational activities of the San Joaquin County Employees’ Retirement Association; administers policies and regulations of the Retirement Board, in accordance with the County Employees’ Retirement Act of 1937; and performs other or related work as required.
CLASS CHARACTERISTICS
This is a single position, exempt class that serves as the Chief Executive Officer and is responsible for administering the operations of the County’s Retirement Association. Direction is received from the Board of Retirement.
TYPICAL DUTIES
Plans, organizes, and directs the administrative activities of the San Joaquin County Employees’ Retirement Association as defined by Retirement Board policies and the County Employees’ Retirement Act of 1937.
Provides staff support for the Board of Retirement; oversees preparation of Board meeting agendas and minutes, and provides information to the Board as needed.
Recommends policies and policy revisions to the Retirement Board.
Directs selection of staff and appoints subordinates; evaluates staff work performance and resolves personnel problems; directs work of subordinates engaged in the day-to-day operation of the Retirement Association.
Interprets and applies complex statutory and regulatory provisions relating to the Retirement Association; advises County management, employees, and retirees on the various aspects of retirement benefits and the operation of the Retirement Association; serves as liaison with County departments and other agencies.
Participates in the recruitment and selection of professional consultants for the management of Retirement Trust Fund investments, measurement of investment fund manager performance, actuarial services, investment securities custodial services, and other professional services; prepares and negotiates contracts and monitors contract compliance; monitors the performance and services of professional consultants and investment fund managers.
Prepares, administers, and monitors the annual budget for Retirement Association.
Represents the Board of Retirement at meetings and conferences as directed by the Board.
Supervises publication of informational material on Retirement laws, policies, procedures, and employee benefits.
Administers the Disability Retirement provisions of the Plan and makes recommendations to the Retirement Board on the disposition of retirement disability cases.
Coordinates through subordinate staff the development and operation of automated information systems.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a major in public administration, business administration, finance, or a closely related area.
Experience: Five years of increasingly responsible administrative experience in public or private defined benefit retirement programs, or a similarly complex fiscal/operational environment, including at least two years of direct supervisory responsibilities.
KNOWLEDGE
The purpose, principles, and problems of employee retirement systems; fiscal and actuarial management; investments and portfolio management but not to the extent required for securities traders; general knowledge of accounting principles, theory, and statistical analysis; basic computer and modern office automation technology and computer software programs relevant to department operations; and the principles and practices of management and supervision.
ABILITY
Understand, interpret, and apply provisions of federal and state laws and regulations pertaining to the administration of retirement policies and programs; analyze policy issues, develop objectives, implement and evaluate procedures; review and draft legislation and regulations; prepare and present recommendations to the Board of Retirement; establish and maintain effective working relationships within the Retirement Association, its Board members, retirees and beneficiaries, and County management; prepare and negotiate contracts; operate computers and related software; communicate effectively, both orally and in writing; establish and maintain excellent relationships with other systems, investment managers, consultants and others.
