Under administrative direction from the County Administrator's Office, directs and administers the Purchasing and Support Services Division of San Joaquin County; serves as County Purchasing Agent; and does other related work as required.
CLASS CHARACTERISTICS
The Director of Purchasing and Support Services is a single position class that is exempt from the San Joaquin County Civil Service system and is an at-will position. The incumbent is responsible for leading, managing and administering the programs, functions, budgets and activities of the Purchasing and Support Services Division, which provides centralized purchasing, central services, records management, and related services for County departments. The incumbent ensures that Division programs and operations comply with all applicable laws and regulations, as well as with the policies established by the County Administrator and the Board of Supervisors. The incumbent is expected to model a strong work ethic and leadership skills, including accountability for oneself and others.

Plans, organizes and directs centralized County purchasing, central service, records management, and related programs and functions; directs operations to maximize efficiency, improve service levels, reduce administrative and service provision costs, and ensure effective utilization of available resources; exercises good judgment and makes sound business decisions in managing division activities; provides strategic leadership within the division through communication, demonstration, and accomplishment of the organizational mission, vision and values.
Through subordinate managers and supervisors, manages the work activities and responsibilities assigned to staff; directs and administers division personnel matters, including employee selection, assignment, and evaluation; directs employee discipline as required; directs and oversees staff development and training.
Directs the acquisition and distribution of equipment, supplies and property for all County Departments, including the negotiation of term agreements and the issuance of Requests for Proposals (RFPs) for major purchases; directs the negotiation and execution of County equipment service contracts and lease purchase agreements; directs and participates in negotiations with representatives of manufacturing and commercial firms regarding suitability, availability and pricing of commodities.
Reviews and analyzes surveys and statistical data on the County’s consumption of products; uses the information and analysis to anticipate potential issues or trends; develops and delivers reports to explain information and recommend ways to improve procurement efficiency and effectiveness.
Directs the warehousing disposition/disposal of surplus equipment, supplies and property, and ensures compliance with specifications; directs fixed asset tracking and inventory activities; directs and oversees printing, mailing, and records management activities and acts as a consultant to County departments on related issues.
Directs the development and implementation of operational policies and procedures; analyzes and interprets existing and proposed legislation as well as various regulations, policies, procedures and other directives to determine impact on operations.
Directs the development and administration of the division’s budget(s); determines appropriate levels of service; analyzes services to ensure cost effectiveness and superior customer service.
Attends meetings of the Board of Supervisors and provides recommendations on matters germane to areas of assignment; confers with management staff on policies, procedures, and workload standards, and directs changes as needed.
Directs and manages the effective development and utilization of technology to improve systems and processes.
Develops and maintains cooperative and collaborative working relationships with State and County officials, other counties, community groups, and the public.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited university with master’s degree in business administration, public administration, materiel management, economics, finance, or a related field.
Experience: Seven years of senior-level management experience in professional purchasing or supply management, preferably in a public sector setting.
Certification: Current certification as listed from one of three following certifying agencies: Either 1) Certified Purchasing Manager (CPM) or Certified Professional in Supply Management (CPSM) as issued by the Institute for Supply Management (ISM); OR 2) Certified Public Purchasing Officer (CPPO) as issued by Universal Public Purchasing Certification Council (UPPCC); OR 3) Certified Commercial Contracts Manager (CCCM), Certified Federal Contracts Manager (CFCM) or Certified Professional Contracts Manager (CPCM) as issued by the National Contract Management Association (NCMA).
KNOWLEDGE
Principles and practices of public administration, including effective organization, administration, fiscal management and supervision; principles, practices, and techniques used in volume purchasing of a wide variety of commodities; the various grades and qualities of commodities commonly purchased, their source of supply, and price trends; methods employed in the analysis of bids and related purchasing research; general accounting, business, excise, and sales tax laws as they apply to the purchasing of commodities; warehouse operation and fixed asset inventory systems; records management and property and records disposal requirements and practices; social, political and economic issues influencing program administration; modern office automation technology and computer software programs relevant to assigned operations.
