DEFINITION

Under policy direction from the San Joaquin County Board of Supervisors and the County Administrator’s Office, the Director Health Care Services directs and administers the County’s Health Care Services Agency including, but not limited to, Public Health Services, Behavioral Health Services, Emergency Medical Services, Correctional Health Services, Veterans Services, Public Guardian/Conservator, and/or other related functions/divisions as assigned.

CLASS CHARACTERISTICS

This is an at-will, single position class that is exempt from the San Joaquin County Civil Service System.  With medical direction provided by the Public Health Officer and the Behavioral Health Officer, the incumbent has administrative responsibility for the County’s Health Care Services Agency, which serves the community through the provision of public health, behavioral health, emergency medical, correctional health, veterans, public guardian/conservator, and related services.  The incumbent ensures that Agency programs and operations comply with all applicable laws and regulations, as well as with the policies established by the County Administrator and the Board of Supervisors.  The incumbent is expected to model a strong work ethic and leadership skills, including accountability for oneself and others.

TYPICAL DUTIES

  • Plans, organizes, administers, controls, and directs a centralized health care services agency that provides for public health, behavioral health, emergency medical, correctional health, emergency medical, veterans, public guardian/conservator and related services; provides overall direction and administration of operations to maximize efficiency, improve service levels, reduce administrative and service provision costs, and ensure effective utilization of available resources; exercises good judgment and makes sound business decisions in managing activities; provides strategic leadership within the agency through communication, demonstration, and accomplishment of the organizational mission, vision and values.
  • Through subordinate executive and managerial staff, plans, organizes and administers effective personnel deployment and utilization, as well as the work activities and responsibilities assigned to staff; directs and administers agency personnel matters, including employee selection, assignment, and evaluation; approves or delegates the approval of employee hiring, discipline, staff development, and training.
  • Directs the development and implementation of operational policies and procedures; analyzes and interprets existing and proposed legislation as well as various regulations, policies, procedures, and other directives to determine their impact on operations; directs continuous evaluation of organization effectiveness and implements policy and procedure modification to accomplish goals and objectives; recommends policy changes to Board of Supervisors and County Administrator as needed.
  • Plans and directs the development and administration of the agency budget(s); provides for accurate and timely financial reporting; exercises fiscal control over present and future facilities, personnel, and equipment; determines appropriate levels of service; analyzes services to ensure cost effectiveness and superior customer service. 
  • Represents the department in dealing with other agencies; meets and confers with state, federal, and/or other representatives on the development of new programs, the coordination of services offered, and interagency relationships; ensures that mandated programs are understood and that requirements are being met.
  • Develops and maintains cooperative and collaborative working relationships with State and County officials, other counties, community groups, and the public; attends meetings of the Board of Supervisors and provides recommendations on matters germane to areas of assignment; conducts staff meetings and confers with department administrative staff; promotes community information and support of the department.
  • Maintains knowledge regarding trends and practices in health care administration, community health services, and governmental health programs, as well as related legislation and regulations.
  • Directs and manages the effective development and utilization of technology to improve systems and processes.

MINIMUM QUALIFICATIONS

DESIRABLE QUALIFICATIONS

Education: Graduation from an accredited university with a master’s degree in public health, health care administration, business administration, or public administration.

Experience: Seven years of senior-level management experience as an administrator for a large and complex public health care system. 

REQUIRED QUALIFICATIONS 
License: Possession of a valid California driver’s license.

KNOWLEDGE

Principles and practices of public health care services administration, including effective organization, administration, fiscal management, and supervision; the programs, services, and organization of public health, behavioral health, correctional health, emergency medical, veterans, and other related health care agencies; trends of the health care services field, including social, political, and economic issues influencing program administration; methods of conducting research, performing statistical analyses, and gathering data; principles and practices of public relations; program and grant development; modern office automation technology and computer software programs relevant to assigned operations.

ABILITY

Plan, organize, direct and administer the operations, programs and services of a comprehensive health care services agency in a cost-effective manner while also ensuring excellent customer service; efficiently and effectively apply the principles, practices, and techniques of public administration to understand, interpret, and manage fiscal, budgetary, recordkeeping, general services, and related administrative activities within a health care program environment; provide appropriate and effective leadership and management over diverse staff teams, including subordinate managers and supervisors; exercise good judgment and make sound managerial decisions; exercise analytical and critical thinking to analyze complex problems and recommend appropriate solutions; understand, interpret, and apply legal codes, regulations, and rules pertaining to program operations; prepare and administer budgets, as well as fiscal and financial records; communicate effectively, both orally and in writing; prepare and deliver thorough and comprehensive written reports and give oral presentations to small and large groups; direct the utilization of complex automated systems and manage automation efforts, including the direction of systems development, maintenance, and operation; establish and maintain effective working relationships with those contacted during the course of work, including other County departments, external agencies, employees, community groups, and the general public.
