Under administrative direction of the County Administrator's Office, serves as chief information officer of the County by leading and directing the administrative and technological activities of the Information Systems Division.
CLASS CHARACTERISTICS
The Information Systems Director/Chief Information Officer is a single position class that is exempt from the San Joaquin County Civil Service system and is an at-will position. The incumbent provides leadership for the County on all matters involving County information technology, including communications systems, and directs the activities of the Information Systems Division in support of those activities. The incumbent is expected to model a strong work ethic and leadership skills, including accountability to oneself and others.

Directs the functions and activities of the Information Systems Division of the County Administrator's Office through subordinate managers and supervisors; selects staff and evaluates performance; reviews and takes action on disciplinary matters; directs the preparation and administration of the annual budget for the Information Systems Division, and ensures that budget expenditures conform with approved funding.
Provides leadership and coordination in all matters involving County information technology and innovation. Advises the County Administrator on overall County information technology direction, strategy, policies, and allocation of County information technology resources.
Provides leadership and direction in all matters involving the County Registrar of Voters. Advises the County Administrator on County election matters.
Leads and directs the technology management team located at San Joaquin General Hospital, the Public Works Department, and other County departments with embedded Information Systems Division technology professionals.
Coordinates and resolves 1) information technology development and operational decisions affecting more than one department, and 2) information technology operational conflicts between departments.
Recommends to the County Administrator priorities for 1) the use of existing, centralized information technology resources, and 2) the acquisition or development of major, new information technology resources.
Stays informed of industry-leading best practices, developments, and future trends in technology. Utilizes this knowledge to lead and direct the County information technology planning process, including identification of opportunities for operational efficiency, development and regular updating of an Information Technology Inventory, a Customer Needs Assessment and an Information Technology Tactical Plan.
Serves as the Department of Homeland Security Grant Administrator for San Joaquin County.
Directs the development of ongoing information technology educational programs for all levels of County staff and management.
Establishes and maintains written County information technology policies and standards for hardware, software, operating systems, connectivity, telecommunications and security.
Assures the integrity and protection of County systems and data through the ongoing management and enhancement of a formal County systems security program and the associated technology security policies.
Determines connectivity and telecommunications infrastructure requirements in new construction, facilities renovation, and re-location projects.
Represents County departments in business dealings with major vendors on development or acquisition of new/replacement information technology hardware or software.
Advises the County Administrator and the Director of Human Resources on the requirements and classification of all County information technology positions.
MINIMUM QUALIFICATIONS
DESIRABLE QUALIFICATIONS
Education: Graduation from an accredited college or university with a Master’s Degree in computer science, public or business administration, or a closely related field.
Experience: Seven years of administrative or management work experience in a full-service information technology environment with at least five years with responsibility for development, management, and utilization of all types of information technology resources.
