Under policy direction of the Board of Supervisors and the County Administrator, is responsible for the organization and administration of the County Department of Child Support Services; and performs other or related duties as required.
CLASS CHARACTERISTICS
The Director of Child Support Services is a single position class that is exempt from the San Joaquin County Civil Service system and is an at-will position. The incumbent is responsible for leading, managing and administering the programs, functions, budgets, and activities of the Department of Child Support Services while ensuring departmental compliance with California Department of Child Support Services as well as federal requirements regulations and policies. The incumbent will model a strong work ethic and leadership skills, including accountability for oneself and others.

Plans, organizes and directs the development and delivery of local child support services, including support administration and enforcement services, collection and distribution of child support, consultation, investigation, and legal support; exercises good judgment and makes sound business decisions in managing departmental activities and functions; provides strategic leadership within the department through communication, demonstration, and accomplishment of the organizational vision, mission and values.
Directs operations to maximize efficiency, improve service levels, reduce administrative and service provision costs, and ensure effective utilization of available resources.
Directs the activities of departmental staff through subordinate managers and supervisors; selects staff and evaluates performance; reviews and takes action on disciplinary matters.
Oversees the development of operational policies and procedures; analyzes and interprets existing and proposed legislation and State policies, procedures and other directives to determine impact on operations.
Analyzes reports and statistical data; summarizes information and prepares or supervises preparation of reports for management, state, and federal agencies; uses information and analysis to anticipate potential issues or trends; keeps abreast of changes in laws and regulations pertinent to the department’s service and enforcement programs.
Directs the operations of a complex child support accounts receivable system, including related accounting systems and state reporting systems.
Develops and maintains cooperative and collaborative working relationships with State, County, other counties, community groups and the public and coordinates the provision of services; confers effectively with advisory bodies.
Attends meetings of the Board of Supervisors and provides recommendations on issues germane to the department.
Directs staff in the preparation and monitoring of departmental and state budgets, determines appropriate levels of services; analyzes services to ensure cost efficiency, adequate levels of service, and superior customer service.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a Master’s degree in business or public administration, or closely related discipline.
Experience: Seven years of experience performing duties in a public agency in a senior level administrative or senior level management position, preferably in a child support enforcement agency.
KNOWLEDGE
Child support programs at the federal, state, and local level, including the establishment, modification and enforcement of child support orders; federal and state civil and criminal laws and regulations applicable to the delivery of child support services; child support practices and procedures of the local courts; principles and practices of budgeting, program management, project management, long-range planning, and customer services; accounts receivable management, including automated accounts receivable systems, collections, account aging and related subjects; principles and practices of effective management and personnel administration; social, political and economic issues influencing program administration.
