Under administrative direction of the Board of Supervisors, directs and administers the operations of the Employment and Economic
Development Department; and performs related work as required.
CLASS CHARACTERISTICS
The Director of Employment and Economic Development is a single position, at-will class that is exempt from the San Joaquin County Civil Service System. The incumbent is responsible for administering all program functions and activities of the Employment and Economic Development Department, and ensuring compliance with all applicable program related laws and regulations, as well as policies established by the Board of Supervisors and County Administrator. The incumbent is expected to model a strong work ethic and leadership skills, including accountability for oneself and others. County Administrator's Office. The incumbent is responsible for the development and administration of the County's job training programs program in coordination with various state programs.
TYPICAL DUTIES

Develops and makes recommendations for adoption of major personnel, organization, fiscal and program policies of the Department.
Develops and recommends approval of job training program plans and priorities, including provision for evaluating progress against performance.
Prepares program proposals, budgets, program evaluations and assessment studies; analyzes, interprets and evaluates the effect of federal and state legislation, rules, policies and procedures on job training programs.
Develops and implements a plan to include attraction and retention of businesses and related partners.
Provides administrative direction to activities relating to the effective use of programs, projects, personnel, resources, facilities and equipment related to economic development.
Administers programs, including outreach, referrals, tracking and reporting, and focusing business attention and marketing activities for commercial and professional business.
Develops and directs the implementation of goals, objectives, policies, and procedures and work standards for the Department that are in alignment with the County’s vision, goals and objectives.
Meets and confers with representatives of private and public agencies on matters related to the development of new programs, coordination of services offered and solving problems of interagency relationships.
Provides for a community public relations program to explain job training programs and goals; addresses community organization on various aspects of job training programs.
Selects and assigns Employment and Training Division staff; develops personnel policies and standards of performance, and promotes staff development programs; delegates administrative and supervisory responsibilities as appropriate.
Directs the preparation of the Department’s operating budget for submission to the County Board of Supervisors and County Administrator’s Office; presents budget requests with accompanying justifications.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited four-year college or university with a major in public administration, business administration, the social sciences, or closely related field.
Experience: Seven years of increasingly responsible management experience in the development, implementation and administration of employment and training and/or economic development programs in a service delivery area or in a comparable agency, including at least three years in a senior management or director level position.
Substitution: A master’s degree in business administration, public administration, the social sciences, or closely related field may substitute for two years of experience.
License: Possession of a valid California driver’s license.
KNOWLEDGE
Organizational structures, methods and procedures; principles of supervision, personnel management practices and training; budget and fiscal management, and public finance; contemporary social and economic conditions and trends; federal and state legislation and regulations relative to job training programs; methods of providing information and liaison techniques necessary for the implementation
of programs essential to the operation of job training programs.

Plan, direct and coordinate activities to achieve efficiency of operation and meet program goals; analyze situations accurately and adopt an effective course of action; prepare budget requests and present them before the County governing body; interpret job training programs to interested persons or organizations; respond appropriately to widely varied demands regarding levels and kinds of service; communicate effectively, both orally and in writing; interpret and apply pertinent rules, regulations and procedures; establish and maintain effective working relationships, internal and external to the County.
