Under administrative direction, performs a variety of professional duties to create marketing content and strategies and to facilitate business development efforts; performs related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.
CLASS CHARACTERISTICS
The Marketing and Business Development Administrator classification reports to executive staff, typically a department head. This class applies knowledge and experience in the assigned field/industry to identify and translate strategic plan objectives into short and long-term marketing and business development goals. Incumbents are expected to work with a high degree of autonomy and independence and may solely perform the full-scope of duties required of the marketing and business development function or they may exercise functional and/or administrative supervision of other staff in support of the work.
TYPICAL DUTIES
Evaluate, develop, and implement marketing plans and programs; conduct market research to identify business opportunities and target market niche to develop a diverse portfolio of revenue stream.
Identify and implement effective methods of communicating services to the community; design, develop, and implement strategies and services to increase revenues; personally engages in outreach to potential clients and business partners.
Develop, implement, monitor, and measure the effectiveness of branding and advertising campaigns and/or business development efforts.
Conduct research and surveys to identify potential business and/or targeting advertising opportunities; develop tools to measure ongoing customer satisfaction and marketing effectiveness; monitor and evaluate market conditions and trends, including those of the community/customer service base and those of competitors.
Establish schedules and methods for achieving assigned work objectives; develop performance measures, track expenses, and conduct cost-benefit analyses of marketing efforts to productivity; monitor, evaluate, and report on effectiveness of work performed.
Identify and conduct outreach to new business development opportunities that complement the strategic plan; market, negotiate, and facilitate new business; create and implement business proposals to achieve established goals and objectives; monitor and maintain existing relationships for longevity.
Manage portfolio of business contracts pertaining to servicing, leasing, development, and other types of enterprise agreement and projects pertaining to area(s) of assignment.
Develop relationships and partnerships with other departments, public and private agencies, businesses, economic development organizations, and/or other groups in a positive and productive manner; participate in community and professional groups and committees.
May participate in the identification and administration of government and private grant funding opportunities and participate in the identification and funding of development projects.
May plan, prioritize, assign, and review the work of and provide training to staff on an on-going or project basis.
May have delegated authority to act on behalf of department head with regard to matters pertaining to area(s) of assignment.
MINIMUM QUALIFICATIONS
Education:Bachelor's degree from an accredited college or university with major course work in Marketing, Communications, Business Administration, Public Administration, a closely related field or a field related to the industry or area of assignment.
Experience:Three years increasingly effective professional marketing and/or business development work experience preferably in a government or non-profit environment.
Special Requirement: At least one year of the above required experience may need to be within the assigned industry or functional area.
