DEFINITION

Under general direction; performs complex technical and administrative work in managing the loan programs administered by the Employment and Economic Development Department; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

This is a single position class in the Employment and Economic Development Department. The incumbent supervises support staff comprised of professional, paraprofessional, and clerical personnel. The incumbent of this position administers the loan programs of the Employment and Economic Development Department and is expected to perform the required duties with a great deal of independence. Direction is received from the Director Employment and Economic Development Department and the EEDD Economic Development Director.

TYPICAL DUTIES

  • Plans, organizes and directs the work of staff engaged in review, analysis and preparation of loan proposals/packages; analyzes and interprets local, state and federal lending policies and procedures.
  • Prepares and reviews correspondence, statistical reports and administrative plan guidelines for submission to EEDD Economic Development Director; prepares assigned budget for submission to EEDD Economic Development Director and/or Director Employment & Economic Development and applicable agencies.
  • Organizes, reviews and analyzes loan proposals for presentation and action by Board of Directors and other financing sources; prepares closings and terms and conditions of loans; manages the collection of loan payments and the overall Revolving Loan Fund portfolio performance.
  • Works closely with legal counsel to insure compliance of loan documentation to local, state and federal regulations; protects the assets of the Revolving Loan Fund if loan defaults.
  • Works in close collaboration with legal counsel to resolve problem loans including foreclosures, repossessions, loan compromise and bankruptcy.
  • Participates in the development of marketing strategies to insure success of EEDD loan programs; participates in public seminars and conferences; may act as department spokesperson on matters related to the EEDD Business Loan Programs.
  • Meets with Director Employment & Economic Development and EEDD Economic Development Director regarding office performance, policies and procedures; prepares agenda items on loans recommended for approval to the loan boards and the Board of Supervisors; prepares monthly, quarterly, semi-annual and annual reports on the status of all loan activities.

MINIMUM QUALIFICATIONS

EITHER PATTERN I 
Experience: Two years as an EEDD Business Loan Officer in San Joaquin County. 

OR PATTERN II 
Education: Graduation from an accredited four-year college or university with a major in business administration, public administration, economics, or related field. 

Experience: Four years experience in commercial banking, economic development or business loan administration, which includes underwriting and structuring loans to small and mid-sized businesses, including at least one year in a supervisory position. 

Substitution: Additional-qualifying experience may be substituted for the required education on a year-for-year basis. 

AND 
License: Possession of a valid California driver's license. 

Certification: Economic Development Finance Professional Certification is desirable.

KNOWLEDGE

Goals and objectives of business financing as an economic development tool; principals and practices of analyzing financial statements; principals of accounting; pertinent federal, state, and local laws, codes, and regulations including lending policies and procedures, commercial credit, debt collection and bankruptcy; basic computer and modern office automation technology, including pertinent software; principals of supervision and employee training; public speaking techniques; effective communication skills.

ABILITY

Plan, direct and coordinate the activities of the Business Loan Unit; perform analysis of policies and procedures as well as economic viability of specific financing proposals; communicate effectively, both orally and in writing; interpret and apply pertinent rules, regulations and procedures; operate computers and related software; establish and maintain effective working relationships with administrators, other employees, the public, and both elected and appointed boards of directors.
