DEFINITION

Under the general supervision of the Records Supervisor, performs a variety of responsible, varied and complex records disposition, maintenance and recycling work in the County records management program. Does related and other work as required in accordance with Rule 3, Section 3, of the Civil Service Rules.

CLASS CHARACTERISTICS

Employees in this class perform a full range of technical duties in the County-wide Records Management and the Office Recycling Programs to ensure that the County is receiving appropriate revenues from recycling efforts.

TYPICAL DUTIES

  • Assists in the supervision of record center operations, inactive records transfer, storage services, records retrieval services and records destruction in accordance with approved records retention schedules; maintains Records Center inventory, coordination of records storage boxes, sales, billing and delivery.
  • Assists in identifying record management program requirements including organization, staffing and physical space and layout requirements; micrographic, disk, tape and other storage forms; accessibility and archival requirements.
  • Consults with outside agencies; assists County departments in identifying records management needs, requirements and establishing records management programs.
  • Maintains the Records Center warehouse; coordinates janitorial assignments and waste bin pickups; orders necessary equipment and supplies for building maintenance; assist with security and fire alarm service.
  • Picks up and delivers records management material such as boxes, rolling bins, and shred bags between various locations throughout the County.
  • Operates the County-wide office recycling program to ensure that the maximum amount of office waste is eliminated from the landfills and that the County is receiving appropriate revenues from the recycling effort.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited two-year college or completion of 60 semester units; with concentration in business, social sciences, or closely related field.

Experience: One year of experience in a records center operation and performing other records management responsibilities such as developing records retention schedules.

Substitution: Additional-qualifying experience may be substituted for the required education on a year-for-year basis to a maximum of two years.

License:  Possession of a valid California driver's license.

KNOWLEDGE

Records management principles, practices, methods and techniques; warehousing principles and practices, recycling principles and practices; methods and techniques of records management; filing, storage, and retrieval systems; archival management; modern office methods and procedures.

ABILITY

Gather and analyze data; organize and write reports; read, understand, interpret and apply rules and regulations; safely operate a motor vehicle be flexible and adjust working hours to fit the needs of the department; establish and maintain effective working relationships with others; and present oneself professionally.

PHYSICAL/MENTAL REQUIREMENTS

Mobility-Frequent standing for long periods, walking, pushing/pulling, bending/squatting, driving and climbing ladders; occasional climbing stairs, operation of keyboards and heavy equipment; Lifting-Frequent lifting of heavy objects and able to lift 5 to 70 pounds; Vision-Frequent use of good overall vision and field of vision/peripheral, reading/close-up work and eye/hand coordination, depth and color perception; Dexterity-Frequent writing and reaching, grasping, holding and repetitive motion; Hearing/Talking-Frequent hearing normal speech, talking/hearing in person, hearing/talking on the telephone; Emotional/Psychological-Frequent concentration; occasional overtime, weekends and nights, decision making, public contact and working alone; Environmental-Frequent exposure to indoor/ outdoor conditions and poor ventilation.
