Under general supervision; assigns, distributes, reviews, and may participate in the work of Records Management employees performing records management, materials storage and retrieval; and does related or other work as required in accordance with Rule 3, Section 3, of the Civil Service Rules.
CLASS CHARACTERISTICS
This single position class supervises the Countywide records management program; assists departments in developing record retention schedules and records management programs; and supervises and coordinates records and materials storage and retrieval.
TYPICAL DUTIES
Prioritizes, schedules, and evaluates the work of subordinate employees in the records management functions of the Support Services Division.
Assists in the planning, development and implementation of a Countywide records management program; develops and maintains a comprehensive records inventory program; implements legal and practical requirements for records retention schedules.
Assists management in developing division policies and procedures and in enforcing applicable policies and rules for the countywide records management program.
Identifies records management program requirements including organization, staffing and physical space and layout requirements; micrographic, disk, tape and other storage forms; accessibility and archival requirements.
Consults with department managers, representatives of out-side agencies and County advisory committees; assists users to identify requirements and establish programs; trains and guides managers, technical and clerical staff of other County departments who work with records management programs.
Prepares records management operational manuals and procedures; prepares correspondence and reports; recommends policy statements for records management; reviews reports and forms.
Performs systems, procedures, workflow and other studies.
Assists in the preparation and monitoring of unit budget.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited four-year college or university with a major in records management, public or business administration, social or behavioral science or a closely related field.
Experience: Two years of records management experience.
Substitution: Additional-qualifying experience may be substituted for the required education on a year for year basis.
KNOWLEDGE
Principles, practices, methods and techniques of records management; filing, storage, and retrieval systems; archival management; modern office methods and procedures; principles of organization and management; warehouse operations; budget preparation and implementation; principles and practices of supervision and training.
ABILITY
Organize, analyze and evaluate data; take action to resolve County records management problems; develop and evaluate systems and procedures to meet County requirements; communicate effectively both orally and in writing; establish and maintain effective working relationships with others; plan and direct the work of others.
