DEFINITION

Under general direction, manages and supervises the work of an assigned division of the San Joaquin County Treasurer-Tax Collector’s Office; performs professional work related to treasury and/or tax collection of considerable difficulty on behalf of the County, cities, special districts, and school districts for which the Office serves; and does related work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

This is the management class in the County Treasurer-Tax Collector’s Office. Incumbents are responsible for planning, organizing, supervising and directing the work of one or more major divisions or functions under the direction of the County Treasurer-Tax Collector or Assistant Treasurer-Tax Collector, but may provide secondary or back-up management support for other divisions. Incumbents also perform complex work as assigned and participates in the development and implementation of department goals, objectives, policies, and procedures.

TYPICAL DUTIES

  • Plans, organizes, supervises and directs the work of staff engaged in a wide variety of treasury, business license, tax, and/or debt collection functions; selects, trains, assigns, and evaluates subordinate staff; schedules and coordinates work flow; ensures completion of work as necessary to meet deadlines and information requirements of the department.
  • Researches, establishes, implements, and modifies divisional standards, policies and procedures within area of responsibility in accordance with county, state, and federal code and regulation.
  • Assists in the development of the annual department budget; monitors and controls division budget.
  • Analyzes internal systems and procedures of department service areas for adequacy and efficiency; develops and implements necessary improvements; designs and makes recommendations on new or revised systems; serves as project manager on assigned projects.
  • Acts as liaison to Information Systems; coordinates systems or procedural changes affecting Information Systems conversion and implementation; reviews computer output to ensure accuracy and compliance.
  • Interprets, applies, and explains tax code and state and federal rules and regulations relative to secured and unsecured property tax, treasury programs, audit and financial processes; reviews and makes decisions regarding a variety of complex situations. 
  • Participates in the audit of financial reports, records, and operations; prepares or directs preparation of financial and other reports; conducts specialized and technical studies.
  • Reviews and analyzes investment opportunities; recommends investment of County funds; performs cash flow and other analyses.
  • Represents the County Treasurer-Tax Collector’s Office in matters regarding other County agencies, businesses and stakeholders, banks and financial institutions, special districts, and school districts.
  • Serves on behalf of the County Treasurer-Tax Collector as directed; acts in the absence of the Assistant Treasurer-Tax Collector or Chief Deputy Treasurer as appropriate.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited four-year college or university with a major area of study or specialization in accounting, finance, economics, public or business administration, or related field.

Experience: Four years of professional level treasury, financial investment, tax or debt collection, accounting, financial auditing, or related work, including two years as a supervisor or manager.

AND
License: Possession of a valid California Driver’s License if required by nature of the assignment.

KNOWLEDGE

Principles and practices of management and supervision; laws, ordinances and regulations governing the financial operations and taxation systems of the County; project management including analysis, development, and implementation of new processes, programs, and automation improvements; process related to the evaluation, implementation, and maintenance of technological systems and programs across multiple platforms; modern office management procedures, practices and equipment.

ABILITY

Assign, train, supervise, and evaluate staff and their work; set up, adjust, and coordinate work schedules; plan work flow and priorities; analyze and evaluate very complex problems and develop pertinent and related data in the preparation of reports; interpret and apply laws, regulations, ordinances, and policies and accounting principles; organize information; evaluate systems and procedures for efficiency and effectiveness; prepare appropriate correspondence and other documents; express oneself clearly and concisely, both orally and in writing; establish and maintain effective working relationships with County officials, outside agencies and others.

Mobility – Frequent operation of keyboards, sitting; occasional walking, standing and driving may be required; Lifting – Frequently 5 lbs. or less;  Vision – Frequent use of good overall corrected vision; frequent reading and close-up work; Dexterity – Frequent writing and repetitive motion; Hearing/Talking – Frequent hearing and talking on the telephone and in person; Emotional/Psychological – Frequent public contact, decision making, concentration; may require occasional weekend or evening work.
