Under general direction, directs, supervises and coordinates the work of the payroll section of the Auditor-Controller’s Office; serves as the departmental subject matter expert with regard to the County’s automated payroll system; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.
CLASS CHARACTERISTICS
An incumbent of this single position class is responsible for directing the preparation, maintenance and issuance of County, special district, and other payroll warrants, records and reports, and for collaborating with the County Information Systems Division (ISD) to recommend and implement necessary adjustments to the County’s automated payroll system as required by changes in various laws, policies, regulations and agreements.
TYPICAL DUTIES
Plans, assigns, and reviews the work of employees performing payroll record keeping; directs, supervises and participates in the preparation, processing and maintenance of payroll and disbursement records and files; ensures that the payroll process complies with applicable Federal, State and local regulations; evaluates the efficiency of work methods and procedures.
Collaborates with Information Systems Division (ISD) technical support personnel and serves as the departmental subject matter expert regarding end-user requirements of the automated payroll system; conducts acceptance testing for payroll system upgrades, modifications, and troubleshooting; matters; works with ISD to develop and implement system changes and improve payroll functions; maintains and updates system reference tables and rules as needed.
Recommends and implements payroll-related system changes as required by Memoranda of Understanding, IRS, FLSA, CFRA, ADA, and other mandates.
Maintains payroll-related accounts through specified cycles; makes vendor payments and/or adjusts accounts as necessary; prepares invoices of reimbursable expenditures according to contracts, agreements, and/or Board of Supervisors Resolutions.
Makes payroll system queries and creates system reports; authorizes and audits reports, print-outs, and expenditure information.
Prepares periodic financial reports for other agencies; supervises the distribution of payroll data to interested departments.
Analyzes, interprets and provides information concerning payroll data, rules, policies, procedures, regulations, programs, and changes.
Receives monies and issues receipts; posts receipts to journals; prepares and issues disbursements; makes bank deposits.
MINIMUM QUALIFICATIONS
Experience: Five years of increasingly responsible payroll processing experience in a computerized payroll environment which included duties related to the issuance of pay warrants, the maintenance of payroll records, and the preparation of payroll reports.
Substitution: College coursework in business, accounting, computer science, or a closely-related field may be substituted for the required experience on a year-for-year basis to a maximum of two years.
KNOWLEDGE
Principles and practices of payroll accounting and record keeping; the use of automated payroll systems in a large, complex environment, including end-user process analysis and data maintenance; methods and techniques of implementing new laws, regulations, and requirements within an automated payroll system environment; methods of cross-checking and verifying information; Federal and State income tax withholding regulations; proper spelling, punctuation and grammar; report writing principles; public relations techniques.
ABILITY
Direct, supervise, train and evaluate the work of others; establish priorities; give clear and concise instructions; prepare and submit governmental payroll tax reports; use standard computer hardware and business software, as well as specialized automated payroll software; establish and maintain effective working relationships with others.
