DEFINITION

Under direction performs complex management, administrative and professional public human resources work and does other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

An incumbent of this class completes the most difficult and complex professional public human resources work; manages or administers human resources programs; and performs complex organizational and administrative studies; assignments are carried out with considerable independence. This class differs from Personnel Analyst III in that incumbents of the latter class work less independently or on less complex assignments, and may have only limited program management responsibility.

TYPICAL DUTIES

  • Manages a major program or group of programs in the human resources division; coordinates programs and projects; works in conjunction with other Human Resources units, EEO, Labor Relations, County Counsel, and others as required.
  • Analyzes legislation, and legal trends and developments related to Human Resources; evaluates potential impact and keeps management informed; makes recommendations related to new legislation; assists in the formulation of countywide policies and procedures.
  • Corresponds and meets with recognized employee organizations on various assigned HR issues; participates in or provides technical support for negotiations with recognized employee organizations; may serve as chief spokesperson on a variety of employer-employee related issues.
  • Coordinates Civil Service grievances received in Human Resources; oversees and participates in the investigation of grievances and complaints; interviews witnesses; researches rules, policies, ordinances, and regulations; prepares findings and recommends resolutions of grievances and complaints on behalf of the Director of Human Resources; may represent the County at Civil Service Commission hearings, Board of Supervisors hearings, or in arbitration hearings related to grievances and complaints.
  • Interprets and explains provisions of the Civil Service Rules, Civil Service Ordinance, Salary Ordinance, Administrative Manual, MOU’s, general personnel policies, and other related regulations; advises departments on a variety of human resources matters, including counseling and evaluating employees; may advise departments on disciplinary actions.
  • Plans and implements internal staff development and training; develops and conducts specialized employee training programs for countywide implementation; coaches and mentors subordinate staff; serves as an internal resource on a broad range of Human Resource programs and issues.
  • Prepares a variety of oral and written reports and memoranda; develops ordinances and Board documents. 

MINIMUM QUALIFICATIONS

EITHER PATTERN I 
Experience: One year as a Personnel Analyst III or four years as a Personnel Analyst II in San Joaquin County service. 

OR PATTERN II 
Education: Graduation from an accredited four-year college or university, preferably with a major in public or business administration, social science, industrial psychology, or a closely-related field. 

Experience: Five years of increasingly responsible full-time professional public human resources experience in one or more of the following areas: classification, compensation, recruitment, leave administration, disability management, employees relations, test development or closely-related field. 

Substitution: Qualifying experience may substituted for the required education on a year-for-year basis. 

AND 
License: Possession of a valid California driver’s license.

KNOWLEDGE

Principals and practices of public human resources administration, including recruitment, exam development, classification, employee relations, and EEO/diversity programs; principals of administration and organization; statistical methods and analysis; language mechanics and report writing; research methods; merit systems; federal and state employment regulations and guidelines.

ABILITY

Perform technical public human resources work; supervise and train staff; gather and analyze data; prepare comprehensive reports; understand and interpret complex regulations and technical information; develop and present training programs; express oneself clearly and concisely both orally and in writing; make presentations to groups; establish and maintain effective working relationships with others.

PHYSICAL/MENTAL REQUIREMENTS

Mobility-Frequent operation of a data entry device; frequent sitting, standing, and walking for long periods; occasional driving, climbing stairs, pushing, pulling, bending, and squatting; Lifting-Ability to occasionally lift up to 15 pounds; Vision-Constant reading and close-up work and good overall vision; frequent eye/hand coordination; occasional color/depth perception and peripheral vision; Dexterity-Frequent holding, grasping and writing; occasional reaching and repetitive motion; Hearing/Talking-Constant hearing normal speech, talking in person and on the telephone; occasional hearing faint sounds; Emotional/Psychological-Constant public contact, decision making and concentration; frequent working alone; Special Requirements-May occasionally work weekends/nights; may be required to travel; Environmental-Occasional exposure to noise.
