DEFINITION

Under direction, performs responsible supervisory and analytical work in the supervision of staff assigned to contract development and monitoring; coordinates unit activities with other departments and divisions and contactors; provides technical advice and support to staff and contractors; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

This is the supervisory level in the series. An incumbent supervises a unit of staff engaged in the selection and monitoring of contractors for compliance for a variety of employment, training and social service programs and perform the most complex work associated with large or complex bid processes and contracts. An incumbent exercises considerable discretion and judgment in the selection and management of contracts and must possess knowledge of contract management and of specific program requirements and funding requirements. This class is distinguished from Contracts Analyst in that the former is responsible for full supervision of a unit of Contracts Analysts and performs work that is more complex and responsible with greater independence.

TYPICAL DUTIES

  • Plans, directs and supervises the work of subordinate staff; selects, assigns, trains and evaluates staff; provides technical guidance and direction on difficult or complex issues.
  • Develops model and develops or reviews specific requests for proposals for training or services to meet community needs; develops and writes competitive procurement instruments for training or services; conducts pre-bid orientation and technical assistance meetings; reviews proposals for compliance with standards and develops and manages selection process; negotiates cost, scope, and standards; writes contracts and prepares documents for approval.
  • Notifies vendors of contract requirements, reporting requirements and standards; develops or approves monitoring tools, handbooks and monitoring plans; reviews work of staff assigned to manage contracts and conduct monitoring activities; approves budget changes.
  • Leads a team in conducting difficult or complex audits and monitoring visits; identifies fiscal and program deficiencies and compliance concerns; develops, reviews and approves corrective action plans and monitors for compliance; provides technical assistance and training to contractors; acts as liaison between contractors and department staff.
  • Develops, implements and maintains policies, procedures and tracking systems to ensure contract compliance and to evaluate program performance; prepares correspondence and periodic statistical and narrative reports.
  • Researches and analyzes federal, state, and local laws, regulations, and policies to determine impact on program and fiscal requirements and activities; develops and recommends policies and procedures; interprets policies, procedures, laws and regulations; provides requested information on contracts.
  • Confers with representatives of various divisions or departments and serves as liaison between division to carry out contract management activities.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited four-year college or university with a major in business, public administration, sociology, psychology, planning or closely related field.

AND 
Experience: Three years of responsible experience in budgetary, systems, financial, personnel or other administrative analytical work, including a minimum of two years in the management of eligibility or case management programs or contract management.

FOR BOTH PATTERNS 
Substitution: Additional qualifying education or experience in the delivery of client services in a social service system as a social worker, journey level eligibility worker or journey level case manager may be substituted for the required education on a year-for-year basis. 

License: Possession of a valid California Driver's.

Principles and practices of supervision and training; principles and practices of social service programs and public administration; principles of budgeting, accounting and record keeping; principles and practices of developing, writing, negotiating and monitoring contracts; general philosophy and regulations of contemporary social service, and employment and training programs; project planning, development and implementation; report writing; methods of research and statistical gathering, analysis and presentation; applicable laws, rules, and regulations.

ABILITY

Supervise, train and evaluate staff; lead others on project teams; interpret, explain and apply complex rules and regulations, departmental policy and contract provisions; negotiate and write contracts; gather, analyze and present data; prepare and analyze budgets and financial records; develop and maintain effective working relationships with coworkers, governmental officials and agencies and private industry; communicate effectively both orally and in writing.
