Under administrative direction, plans, organizes and administers moderately complex engineering-related programs and/or operational divisions within the Public Works Department; exercises management direction and authority over assigned areas; oversees the planning, development and administration of engineering-related projects and/or programs; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.
CLASS CHARACTERISTICS
Incumbents in this management class direct and oversee engineering-related programs, or operations within the Public Works Department. In particular, incumbents are responsible for overseeing and managing the activities and staff within small, moderately complex Public Works engineering divisions where they typically serve as first level managers with direct supervision of a team of multi-disciplinary staff who are performing professional, technical and other engineering or administrative work. The position may provide administrative oversight of professional engineers assigned to the program. Professional supervision of engineers will be provided by a registered engineer.
TYPICAL DUTIES
Plans and organizes the engineering-related program, project and administrative activities of a small, moderately complex Public Works division; develops short and long range goals, objectives and priorities for assigned areas; manages and supervises the activities of staff and consultants as needed to ensure that assigned functions are performed in a manner that is consistent with the overall strategic direction of the Public Works Department.
Selects, assigns, and evaluates staff; resolves personnel and staffing problems.
Prepares and administers budgets for assigned areas; directs the development and implementation of cost accounting and related fiscal information management systems; oversees the production and maintenance of mandated fiscal reports; plans, directs and oversees studies to determine the costs of existing and proposed projects; recommends fees; develops and recommends policies and procedures to reduce expenses and increase revenues.
Plans, coordinates and oversees engineering feasibility studies; oversees the development and preparation of engineering plans, specifications and/or other documents as required.
Oversees the preparation of specifications and other documents pertaining to the solicitations, receipt and analysis of project bids and proposals; recommends bids and proposals for approval by executive staff; negotiates adjustments with vendors and contractors as needed; coordinates and oversees the activities of both technical and administrative project management staff.
Directs and oversees the preparation, review and updating of contracts and agreements; monitors consultant and contractor performance; recommends contract adjustments or modifications and ensures that contractual obligations are met.
Develops and implements policies and procedures pertaining to assigned functions and areas; reviews, analyzes, develops and recommends changes to broader departmental policies, procedures, practices, services, finances and other activities as appropriate.
Serves as a member of the department’s management team; participates in strategic planning and organizational development activities; develops reviews and updates planning documents and related elements.
Represents departmental and/or County interests to federal, state, regional and/or local governing boards, committees, commissions and task forces and provides testimony regarding departmental and County activities and policies as necessary; may serve in a staff support capacity.
Represents departmental and/or County interests to other County departments and outside agencies; coordinates assigned functions and activities with other managers as required; attends meetings, conferences, trainings and other events as assigned.
Reviews and analyzes the local effect of federal, state or local legislation pertaining to assigned areas; manages efforts to monitor, establish position, modify, and support/oppose legislation as needed.
Prepares complex correspondence, reports and other documents, including ordinances and resolutions for action by the County Board of Supervisors; prepares grant proposals and related financial compliance documents.
Performs other or related activities as assigned.
MINIMUM QUALIFICATIONS
EITHER PATTERN I
Education: Graduation from an accredited four-year college or university with major coursework in public or business administration, engineering, environmental science, accounting, finance, or a related field.
Experience: Three years of increasingly responsible administrative, engineering or analytical work, including at least one year administering or managing programs and/or projects, in an engineering, construction, or similar setting.
Substitution: A master’s degree in public or business administration, engineering, environmental science, accounting, finance, economics, or a related field may substitute for one of the years of experience required above, other than the required one year administering or managing programs and/or projects in an engineering, construction, or similar setting.
OR PATTERN II
Experience: One year as a Registered Civil Engineer performing diversified engineering activities, project management, or administrative duties in an organization performing engineering, construction, or other public works projects.
Licenses and Certificates: Possession of a valid certificate of registration as a Civil Engineer issued by the California Board of Registration for Professional Engineers and Land Surveyors.
AND
Licenses: Possession of a valid California driver’s license.
KNOWLEDGE
Principles and practices of public administration including supervision, management, contracting, and procurement; principles of organizational planning and analysis; statistical analysis, research methods and reporting; complex budgeting techniques, including cost accounting and the use of diverse funding sources; principles and practices of records management; modern office automation and information systems equipment, including standard business computer software; and the general standards, laws and regulations pertaining to public works engineering activities.

Plan, organize, direct and administer engineering-related operations, programs, projects and functions within a large, complex public works department; supervise subordinate staff; develop and implement sound fiscal strategies as needed to manage organizational operations, programs and projects; gather, organize and analyze data in order to propose solutions to problems; understand, interpret and apply pertinent rules, regulations, laws and procedures; operate basic computer and modern office automation technology, including pertinent software; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted during the course of the work.
