Under general supervision, performs unskilled and semi-skilled work at the County solid waste disposal and recovery sites; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.
CLASS CHARACTERISTICS
This is the experienced level class in the Solid Waste Recovery Worker series. Incumbents in this class are proficient in performing a variety of unskilled and semi-skilled work at County solid waste disposal and recovery sites and may provide training and/or lead guidance to lower level workers, including Solid Waste Recovery Worker I. Incumbents assist in loading transfer trucks; sort metal from other refuse; and may perform more skilled work. Incumbents may be assigned to work at transfer stations, recovery facilities, and sanitary landfills, or other assignments as deemed necessary.
TYPICAL DUTIES
Inspects and sorts incoming waste for prohibited materials; evaluates refuse to determine acceptability.
Monitors and directs traffic for safe dumping of refuse; maintains required logs and records, including a daily log of vehicles using the facility; documents and reports suspicious or unusual incidents; ensures compliance with regulatory requirements.
Separates recyclable material from incoming refuse.
Keeps grounds and adjacent land free from refuse and debris; cleans debris from equipment.
Responds to questions and inquiries from the public.
Performs manual labor as assigned.
Provides training and lead direction to lower level staff and other labor, including Alternate Work Program and inmate program crews, as assigned; ensures work is conducted in accordance with established policy and safety standards.
Learns to safely operate a variety of equipment such as loaders, forklifts, backhoes, and other light/heavy equipment; learns to perform routine maintenance and cleaning of assigned equipment; reports mechanical defects or needed servicing of equipment.
May drive light truck.
MINIMUM QUALIFICATIONS
Experience: One year of full-time experience as a Solid Waste Recovery Worker I in San Joaquin County service or comparable classification in another public or private waste disposal and/or recycling organization.
License: Possession of a valid California driver’s license.
KNOWLEDGE
Laws, regulations, ordinances, and procedures related to solid waste disposal; operation and maintenance of light and heavy equipment commonly used at refuse transfer facilities and landfills; safe work practices and procedures; proper methods of lifting and carrying of heavy loads; occupational hazards and safety procedures.
ABILITY
Recognize and separate recyclable materials; recognize prohibited materials; direct traffic; operate light and heavy equipment commonly used at refuse transfer facilities and landfills; understand and follow oral and written instructions; establish and maintain effective working relationships with others; perform heavy manual labor, occasionally under adverse conditions.

Mobility – frequent standing, walking, pushing, pulling, bending, for extended periods of time; occasional driving, climbing; Lifting - frequently 5 to 30 lbs or less; occasional – 30 to 70 lbs; occasionally restraining, lifting and/or turning heavy objects; Visual - good overall vision, color perception, depth perception; occasional reading and close-up work; normal hand and eye coordination; good field of vision/peripheral; Dexterity - frequent holding, reaching; grasping; repetitive motion; occasional writing; Hearing/Talking- frequent hearing of normal speech, hearing/talking on the radio, talking in person, constant exposure to heavy equipment and machinery noise; ability to hear faint sounds; Emotional/Psychological – frequent public contact, concentration, and decision making; occasional working alone; occasional exposure to hazardous materials; occasional dealing with emergency situations; Special Requirements – may require working overtime, weekends and nights; Environmental – frequent exposure to cold/heat, dirt, dust, fumes, and varied weather conditions; work in or around traffic and/or equipment.
