Under direction, performs supervision of solid waste work crews and operations work at the County solid waste facilities; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.
CLASS CHARACTERISTICS
An incumbent in this supervisory class is responsible for the supervision and day-to-day operations of a County solid waste facility, including materials recovery, transfer station, recycling center, and sanitary landfill operations.
TYPICAL DUTIES
Assigns and supervises the work of staff assigned to the solid waste facilities; trains and evaluates staff; counsels and recommends discipline of staff as appropriate.
Supervises and directs the segregation and preparation of recyclable materials for market; identifies recyclable materials; oversees and participates in the use of specialized recycling equipment.
Supervises and participates in moving refuse or earth covering; maintains parking areas, entrance and haul roads; coordinates landfill operations in accordance with established policies and regulations; coordinates work and projects performed by outside contractors.
Determines staffing, equipment and quantity of materials required for projects; orders materials from suppliers and checks supplies delivered.
Ensures positive customer service and public safety; resolves complaints; advises public of operation schedules.
Operates loaders, backhoes, and other equipment; loads transfer trucks; moves refuse and recyclable materials to keep orderly and available for loading.
Makes routine repairs and adjustments to equipment; regularly checks or inspects equipment; does routine preventative maintenance.
Trains staff in the safe operation and maintenance of equipment; ensures safe working practices and conditions; does routine preventative maintenance.
Prepares reports of daily work activities, downtime, and other required reports; reports unusual incidents.
MINIMUM QUALIFICATIONS
EITHER PATTERN I
Experience: Two years experience as an Equipment Operator I or Senior Solid Waste Recovery Worker in San Joaquin County service.
OR PATTERN II
Experience: One year experience as an Equipment Operator II in San Joaquin County service.
OR PATTERN III
Experience: Four years of paid experience operating front end loaders, backhoes, and/or heavy trucks in a solid waste disposal, transfer, or materials handling facility.
AND
License: Possession of a valid Class B California driver’s license.
KNOWLEDGE
Laws, regulations, policies, and procedures relevant to solid waste; principles and practices of supervision and training; principals and practices of public relations; principles and practices of waste management including recycling/materials recovery operations; operation and maintenance of light and heavy equipment commonly used at refuse transfer facilities and landfills; principles of occupational hazards and safety procedures relative to operation of equipment used at solid waste facilities; basic computer and modern office automation technology and computer software programs relevant to department operations.
ABILITY
Train and supervise others; operate and perform routine repairs on a variety of light and heavy equipment commonly used at solid waste facilities; organize, direct, and implement a comprehensive waste management program including recycling and refuse transfer; prepare reports; operate computers and related software; communicate effectively, both orally and in writing; establish and maintain effective working relationships with others.
