Under general supervision, performs supervisory work in implementing park maintenance and construction activities in assigned functional areas; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.
CLASS CHARACTERISTICS
Employees in this class supervise a crew of Park Workers who are responsible for the maintenance and improvement of a major park or group of parks or grounds. Employees of this class will, in some instances, participate in the work of their employees; however, the primary and most important duties are supervision of staff and administrative duties.
TYPICAL DUTIES
Schedules and trains staff; assigns, reviews and evaluates the work of employees assigned to maintain, repair and construct park grounds and facilities; plans work schedules for upcoming projects; coordinates use of general relief, AWP, and other alternative work crews.
Coordinates with park planners on new projects; recommends park maintenance projects; assists with design of landscaping and facilities; reviews the work of park maintenance contractors; insures terms of the contract are met; may coordinate work with contractors.
Assists in preparing and monitoring park unit budget; determines supplies, materials, clothing, equipment and staffing needs and justifies to department management; uses manual and computerized systems to maintain fiscal and other records.
Maintains records of work assigned and completed; orders materials and supplies; prepares estimates for labor and material costs.
Establishes and maintains standards of safe work performance; trains subordinates in the safe use and operation of equipment; ensures that equipment and tools are properly used and maintained.
Coordinates special events and activities with user groups and agencies; assists users with permits, set up and other activities.
May manage specialized segments of the park system such as reservations, concessions, public work programs, equipment maintenance or contracts as required.
MINIMUM QUALIFICATIONS
EITHER PATTERN I
Education: Completion of 30 semester units at an accredited college or university with a minimum of 12 units in ornamental horticulture, forestry, park or recreation management, environmental resources, public or business administration, landscape architecture or a closely related field.
AND
Experience: Two years as a Park Worker in San Joaquin County service.
OR PATTERN II
Experience: Four years in the maintenance, repair and construction of park grounds and facilities, commercial landscaping, or park equipment maintenance.
License: Possession of a valid California driver’s license.
Special Requirement: During the first year of employment, incumbents will be required to obtain, and must maintain, a Qualified Applicator’s certificate for landscape maintenance as issued by the State Department of Agriculture.
KNOWLEDGE
Principles and practices of supervision, training, administration and budgets; principles and practices of park, janitorial, grounds and/or recreation area maintenance; methods, tools and materials used in park and grounds maintenance; basic painting, plumbing, carpentry, masonry, electrical, and mechanical trades; basic landscape design and maintenance; hazards and safety precautions in construction and maintenance work; public relations techniques.
ABILITY
Plan, assign, train, supervise and evaluate the work of others; coordinate and oversee park development and maintenance projects; read and interpret plans, sketches, drawings and blueprints; material and labor costs for projects and budgets; assist with preparation and monitoring of budgets; use and maintain tools; establish and maintain effective working relationships with others; communicate effectively, both orally and in writing.
PHYSICAL/MENTAL REQUIREMENTS
Mobility-Occasional operation of keyboards, sitting and standing for extended periods, driving, walking, pushing/pulling, bending/squatting, operate heavy equipment, climbing ladders, climbing stairs, and crawling; Lifting-Occasionally lift up to 70 plus pounds or restraining or lifting heavy objects or people; Vision-Good overall vision, color perception, eye/hand coordination, depth perception, occasional reading of close-up work; Dexterity-Normal dexterity; Hearing/Talking-Occasional hearing and talking on the telephone or radio and in person; Emotional/Psychological-Occasional decision making, concentration, public contact, working alone, exposure to hazardous materials, trauma, and emergency situations; Environmental Conditions-Occasional exposure to in-door climate; frequent exposure to out-door environment; contact with hazardous materials; may require occasional overtime, weekend or evening work.
