Under direction, performs responsible supervisory and managerial work related to the operation, maintenance and development of county parks and recreational facilities and equipment; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.
CLASS CHARACTERISTICS
An incumbent of this single position class assists the Park Administrator in the supervision of the park maintenance activities and staff in the County Parks and Recreation Division. An incumbent in this class reports to and receives policy direction from the Park Administrator.
TYPICAL DUTIES
Plans, assigns, directs and evaluates the work of a variety of staff responsible for supervising or performing construction, repair and maintenance of park grounds, facilities and equipment.
Supervises the maintenance, service and repair of park vehicles, equipment, and maintains associated records.
Assists in preparing and monitoring the maintenance budget; maintains an inventory of materials and supplies for use in facility and grounds maintenance, repair and construction; reviews and recommends purchase of maintenance related supplies, materials and equipment.
May assist in coordination of special events and activities with user groups and agencies; assists users with permits, set up and other activities.
Gathers, analyzes and maintains data and computerized records for reports and projects; coordinates special projects for the division.
Conducts or otherwise provides and documents field inspections to ensure that equipment and facilities are maintained in a safe manner and that service is performed regularly.
May be responsible for overseeing pesticide applications and program work forces at some point in time.
Trains staff in the maintenance, repair, construction and service of park facilities and or equipment.
MINIMUM QUALIFICATIONS
EITHER PATTERN I
Experience: Two years as a Senior Park Worker in San Joaquin County service.
OR PATTERN II
Education: Completion of 30 semester units at an accredited college or university with a minimum of 12 units in ornamental horticulture, forestry, park or recreation management, environmental resources, landscape architecture or a closely related field.
Experience: Four years of experience in park and recreation management or grounds and facilities maintenance, one year of which was in a supervisory capacity, supervising full time regular employees.
Substitution: Two additional years of qualifying experience can substitute for the required education.
OR PATTERN III
Education: Graduation from an accredited four-year college or university with a major in recreation, park management, business administration, public administration, landscape architecture or a closely related field.
Experience: Two years experience in park and recreation management or grounds and facilities maintenance, one year of which was in a supervisory capacity, supervising full time regular employees.
AND
Certificate & License: Possession of a valid California Class C drivers’ license and a valid Qualified Applicator’s Certificate as issued by the State Department of Agriculture, is required. Possession of a valid Pest Control Advisors license is desirable.
KNOWLEDGE
Principles, practices and methods of park, grounds and facility maintenance and construction; principles and practices of supervision and training; tools and materials used in park and facility maintenance and construction; hazards and safety precautions in park maintenance work; basic principles and objectives of public park and recreation management; basic principles and practices of organizing, planning, and budgeting; public relations techniques, vehicle and equipment maintenance service and repair.

Plan, organize, direct, and evaluate the performance of others; coordinate maintenance functions with other department activities; gather, organize and analyze data; prepare budget estimates; establish and maintain effective working relationships with others; observe facility equipment and service facilities, make corrective recommendations, and ensure they are implemented; enforce policy and take appropriate performance corrective action measures.
PHYSICAL/MENTAL REQUIREMENTS
Mobility-Occasional operation of keyboards, sitting and standing for extended periods, driving, walking, pushing/pulling, bending/squatting, operating of heavy equipment, climbing ladders, climbing stairs, and crawling; Lifting-Occasionally lift up to 70 plus pounds or restraining or lifting heavy objects or people; Vision-Good overall vision, color perception, eye/hand coordination, depth perception, occasional reading of close-up work; Dexterity-Normal dexterity; Hearing/Talking-Occasional hearing and talking on the telephone or radio and in person; Emotional/Psychological-Occasional decision making, concentration, public contact, working alone, exposure to hazardous materials, trauma, and emergency situations; Environmental Conditions-Occasional exposure to in-door climate; frequent exposure to out-door environment; contact with hazardous materials; may require occasional overtime, weekend or evening work.
