Under direction, plans, organizes, and supervises Public Works maintenance projects; directs the work of assigned staff; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.
CLASS CHARACTERISTICS
An incumbent in this class is responsible for supervising and coordinating public works maintenance projects within a geographical area or involving a specialty function with countywide application. The incumbent ensures that assigned projects are completed in accordance with internal and external regulations, policies and requirements. Direction is received from either the Maintenance Superintendent, the Channel Maintenance Superintendent, or other designated managerial personnel.
TYPICAL DUTIES
Plans and supervises projects and activities involving the construction, installation, repair, and/or maintenance of streets, roads, sidewalks, trees, channels, culverts, drainage facilities, bridges, traffic control devices, and/or related public works facilities; supervises the procurement of required materials and equipment; ensures that work complies with all applicable regulations, policies, and procedures.
Prepares work schedules for assignment of personnel and equipment and establishes day-to-day priorities; directs staff in the resolution of day-to-day issues; monitors employee work performance and conducts performance evaluations; conducts staff meetings; ensures that employees receive appropriate job-related training, as well as instruction in the safe and proper operation of tools, equipment, materials, and other resources.
Inspects and reviews work in progress and ensures that projects are being completed timely and in accordance with plans and standards; makes superiors aware of any problems or deficiencies and recommends solutions.
Responds to and investigates complaints from the public and directs staff to make appropriate corrections as required; works with other divisions, departments, and agencies to coordinate project activities, resolve problems, and serve as a departmental liaison; as assigned, represents the department at meetings and briefings, and participates on task forces and committees.
Prepares and maintains a variety of records, reports, and other documents; keeps time and material records; prepares reports of work in progress and work completed; requisitions equipment and materials; prepares correspondence and other communications.
Develops project cost projections and schedules; works with vendors to negotiate favorable prices on materials, supplies, and/or equipment; monitors accounts and expenditures and recommends adjustments as needed to keep projects on track and within budget.
Participates in staff selection processes; coordinates personnel issues for assigned areas and initiates employee disciplinary actions in accordance with departmental policy.
Maintains knowledge of laws, regulations, policies, and other requirements associated with areas of assignment.
MINIMUM QUALIFICATIONS
EITHER PATTERN I
Experience: Two years of experience as an Equipment Operator Foreman, Traffic Foreman, or equivalent class in San Joaquin County service.
OR PATTERN II
Experience: Four years of experience as an Equipment Operator II or equivalent class in San Joaquin County service.
OR PATTERN III
Experience: Four years of experience in the construction or maintenance of highways, streets, bridges, channels, or traffic devices, including two years in a lead or supervisory capacity.
AND FOR ALL PATTERNS
License: Possession of valid California driver’s license.
KNOWLEDGE
Methods and equipment used in public works maintenance and operations projects involving highway, street, bridge, channel maintenance, and traffic operations; operating characteristics and maintenance requirements of public works equipment; soil, drainage, aggregate and road surfacing characteristics as related to road maintenance in San Joaquin County; geography and road systems in San Joaquin County; hazards involved in the operation of heavy equipment and precautionary measures to be observed; principles and practices of employee supervision.
