DEFINITION

Under direction, performs responsible supervisory work for solid waste disposal operations at a County solid waste facility, including material resource recovery, green and wood waste diversion, and hazardous waste recognition and exclusion program; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

An incumbent in this first level management class coordinates the work of employees, equipment and materials at an assigned County solid waste disposal site. Incumbents plan, organize and coordinate the progress of waste diversion and recovery programs and monitor on-site projects and activities. This class differs from the Solid Waste Operations Manager in that the latter is responsible for the coordination and direction of the field operation activities of the Solid Waste Division.

TYPICAL DUTIES

  • Plans, assigns and supervises, personally or through subordinate supervisors, the operation of solid waste disposal sites, transfer stations and related facilities; evaluates staff; trains staff on methods and procedures, equipment regulatory requirements, and technical operations. 
  • Inspects assigned areas of responsibility to determine maintenance needs; recommends priority projects; investigates complaints concerning condition of facilities, regulatory issues, or actions of operations staff; reports major deficiencies. 
  • Prepares work schedules for assignment of staff and equipment; assists in training staff; monitors staff and operational performance and makes recommendations for improvement. 
  • Maintains records of work and work completed; inspects progress of operations to ensure that work is progressing according to schedule and plans. 
  • Participates in interviewing and selecting subordinate staff; implements employee development and improvement programs; recommends corrective and/or disciplinary actions, as necessary. 
  • Prepares correspondence and reports; maintains records and operational documentation.

MINIMUM QUALIFICATIONS

EITHER PATTERN I
Experience: Two years experience as a Solid Waste Recovery Supervisor in San Joaquin County service. 

OR PATTERN II
Experience: Four years of experience in the maintenance or operations of a solid waste management or materials handling facility, including two years in a supervisory capacity. 

AND
License: Possession of valid California driver’s license.

KNOWLEDGE

Laws, regulations, policies, and procedures relevant to solid waste; methods and equipment used in maintenance or operation of solid waste management facilities; operating characteristics and maintenance requirements of equipment; hazards involved in the operation of heavy equipment and precautionary measures to be observed; principles and practices of supervision and training; principles and practices of public relations; basic computer and modern office automation technology and computer software programs relevant to department operations.

ABILITY

Plan, organize, assign and supervise staff and equipment; understand, interpret and carry out written and oral instructions accompanied by plans, diagrams or sketches; operate computers and related software; maintain records and prepare reports; communicate effectively, both orally and in writing; establish and maintain effective working relationships with staff and the public.

PHYSICAL/MENTAL REQUIREMENTS

Mobility-Operate a data entry device; frequent sitting, standing, walking, pushing, pulling, bending, and climbing for extended periods of time; occasional driving; Lifting-Frequently 5 to 30 lbs or less; occasional 30 to 70 lbs; frequently restraining, lifting and/or turning heavy objects; Visual-Good overall vision, color perception, depth perception; occasional reading and close-up work; normal hand and eye coordination; good field of vision/peripheral; Dexterity-Frequent holding, reaching; grasping; repetitive motion; occasional writing; Hearing/Talking-Fequent hearing of normal speech, hearing/talking on the radio, talking in person, constant exposure to heavy equipment and machinery noise; ability to hear faint sounds; Emotional/Psychological-Frequent public contact, concentration, and decision making; occasional working alone, occasional exposure to hazardous materials; occasional dealing with emergency situations; Special Requirements-May require working overtime, weekends and nights; Environmental-Frequent exposure to cold/heat, dirt, dust, fumes, and varied weather conditions; work in or around traffic and/or equipment.
