Under general supervision, performs skilled work in the operation of a heavy equipment transport truck as well as other construction and maintenance equipment in the Department of Public Works; may act as lead worker over other employees; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.
CLASS CHARACTERISTICS
An employee in this class is primarily responsible for operating the transport truck which transports a wide variety of construction and maintenance equipment, including over-sized and over-weight equipment. Gross vehicle weight often exceeds 80,000 pounds. In addition, an incumbent may operate complex heavy equipment while loading/unloading such equipment on/off the transport truck and/or working at a maintenance or construction site.
TYPICAL DUTIES
Operates a multiple-axle, heavy equipment transport truck utilized by the Department of Public Works to transport heavy, limited mobility, and/or oversized equipment such as cranes, excavators, chip spreaders, bulldozers, and graders to and from job sites; loads/unloads equipment on/off the transport truck; assures that equipment is properly secured for transport.
Takes necessary steps in order to meet legal requirements for heavy equipment road travel; arranges for a pilot car as needed; places flags and other signs on equipment as required; coordinates renewal of special transportation permits as needed.
Plans transport routes based on legal allowances for weight, height and width of load utilizing appropriate maps and other references; arranges transport schedule based on project priority and in order to maximize efficiency.
Operates a variety of heavy road construction and maintenance equipment while loading/unloading such equipment on/off the transport truck; may operate such equipment at a construction or maintenance job site.
Makes routine repairs and adjustments to equipment; regularly checks or inspects brakes, lights, tires, fuel levels, and auxiliary equipment; does routine preventative equipment maintenance specified in operator's manual.
May serve as lead worker over equipment operators, sanding crews and/or other members of a highway construction or maintenance crew.
Performs light or heavy physical labor as required by nature of assignment.
Maintains daily project records including personnel and equipment hours, and material quantities; completes daily activity reports.
MINIMUM QUALIFICATIONS
EITHER I
Experience: One year as an Equipment Operator II or equivalent class in San Joaquin County service.
OR II
Experience: Five years of paid work experience in the operation of a variety of heavy construction and maintenance equipment.
AND
Experience: One year of paid work experience driving large, multiple-axle tractor-trailer combination rigs in order to transport goods or equipment on public roadways.
License: Possession of a valid California Class “A” Driver’s License.
KNOWLEDGE
The operation and maintenance of large transport vehicles including safety precautions and procedures; special traffic laws and other regulations which pertain to the operation of such vehicles; the operation, maintenance, adaptability and limitations of heavy road construction and maintenance equipment; occupational hazards and safety procedures of the construction trades.
ABILITY
Safely operate a large, multiple-axle transport vehicle; load/unload a wide variety of maintenance and construction equipment on/off such a vehicle; operate heavy maintenance and construction equipment on a job site; interpret laws and regulations pertaining to the operation of large, tractor-trailer transport vehicles on public roads; understand and carry out oral and written instructions; do heavy manual labor, occasionally under adverse weather conditions; make emergency repairs on equipment and perform routine maintenance procedures; read and interpret highway maps; work cooperatively with others; lead, coordinate and direct the work of crew personnel.
