DEFINITION

Under immediate supervision, learns to prepare and maintain maps and cartographic property records for tax assessment purposes using computerized or manual methods; and does related or other work as required in accordance with Rule 3, Section 3, of the Civil Service Rules.

CLASS CHARACTERISTICS

This is the entry-level class in the Assessor’s Mapping Technician series. Incumbents initially are assigned duties in a training capacity and work under immediate supervision, but as knowledge and experience are attained, more independent and responsible work is assigned and supervision becomes more general.

TYPICAL DUTIES

  • Learns to prepare, maintain and update Assessor’s parcel maps using Geographic Information Systems (GIS) software, AutoCAD (computer-aided design) software, and/or manual processes using current drawing instruments, and other drafting equipment; learns to create parcel splits, combinations and land boundary adjustments. 
  • Learns to convert existing Assessor’s Parcel Maps into GIS maps; learns to produce new GIS pages based on established templates and standards; learns to create, maintain, and update GIS layers and databases; learns to perform basic spatial and tabular queries; learns to identify and correct data errors; learns to perform routine maintenance and troubleshooting to resolve issues. 
  • Learns to revise existing Assessor’s map pages using various information from recorded and other map adjustment documents such as lot line adjustments, tax cancellations, property legal descriptions, survey and parcel maps, subdivision maps, ownership requests, and map corrections; learns to annually revise parcel maps to reflect tax rate area changes by evaluating information provided by the State Board of Equalization; learns to manually update hard copy map books.
  • Completes and maintains forms related to various assignments.
  • Assists the public at the counter, on the telephone, or through correspondence, with inquiries related to parcels, ownership, and other mapping-related issues; learns to assist the public in the use of online mapping resources.
  • Provides clerical and technical assistance within the Assessor’s Office as assigned; locates recorded documents in the Clerk-Recorder’s Office; researches property title and legal descriptions; contacts attorneys, title companies and engineers/surveyors to gather and compile information; prepares and sends correspondence to resolve various issues. 
  • Learns and applies State Board of Equalization mapping standards.

MINIMUM QUALIFICATIONS

Education:  Completion of 12 semester (or equivalent) units from an accredited college or university units in drafting technology, engineering, cartography, geology, computer science, public administration, business administration, or a related field. 

Substitution:  1) One year of experience performing mapping, cadastral drafting, topographic drafting or engineering work that required the use of GIS or AutoCAD software may be substituted for the required education; OR 2) One year performing technical duties in a County Clerk, Recorder, or Assessor’s office that included the examination, interpretation, validation, and/or adjustment of legal property descriptions and ownership records based on recorded documents, may be substituted for the required education.  

Special Requirement:  Demonstrated knowledge and proficiency in the use of GIS and/or AutoCAD software may be required as a condition of employment.

KNOWLEDGE

Basic principles and practices of map design using GIS software and AutoCAD software; terminology and nomenclature relevant to Assessor’s parcel mapping; freehand map lettering and use of templates; methods of researching, gathering, organizing and reporting data using manual and computerized tools.

ABILITY

Read and interpret legal property descriptions, deeds, survey data, tract descriptions, and existing maps in order to identify boundaries, ownership, and other characteristics, and to verify their accuracy; use GIS, AutoCAD, and standard business software to prepare and maintain Assessor’s parcel maps as well as other types of documents and reports; maintain hard copy Assessor’s Parcel Maps with freehand map lettering and use of templates;  use standard office equipment including personal and online computers, calculators, printers, and plotters; perform detailed, repetitive, and exacting tasks for extended periods; communicate effectively, both orally and in writing; establish and maintain effective working relationships with others contacted during the course of the work.

PHYSICAL/MENTAL REQUIREMENTS

Mobility—frequent operation of a data entry device and other office machinery, repetitive motion, sitting for long periods; occasional walking, standing, pushing, pulling, bending, squatting; Lifting/Carrying—occasionally 10 pounds or less; Visual—constant use of good overall vision, reading/close-up work, color perception, depth perception, and use of eye/hand coordination; occasional use of peripheral vision; Hearing/Talking—frequent hearing of normal speech, hearing/talking on the telephone, talking in person; Emotional/Psychological—frequent decision making, concentration, public contact.
