Under general supervision, prepares and maintains maps and cartographic property records for tax assessment purposes using computerized or manual methods; and does related or other work as required in accordance with Rule 3, Section 3, of the Civil Service Rules.
CLASS CHARACTERISTICS
This is the journey-level class in the Assessor’s Mapping Technician series. Incumbents perform technical mapping duties of average difficulty, and provide related support to other activities within the Assessor’s Office. Supervision is provided by the Assessor’s Chief Mapping Technician.
TYPICAL DUTIES
Prepares, maintains and updates Assessor’s parcel maps using Geographic Information System (GIS) software, AutoCAD (computer-aided design) software, and/or manual processes using current drawing instruments and other drafting equipment; creates parcel splits, combinations and land boundary adjustments.
Converts existing Assessor’s Parcel Maps into GIS maps; produces new GIS map pages based on established templates and standards; creates GIS annotation data for individual map pages; creates, maintains and updates GIS layers and databases; performs basic spatial and tabular queries; identifies and corrects data errors; performs routine maintenance and troubleshooting to resolve issues.
Revises existing Assessor’s map pages using various information from recorded and other map adjustment documents such as lot line adjustments, tax cancellations, property legal descriptions, survey and parcel maps, subdivision maps, ownership requests, and map corrections; annually revises parcel maps to reflect tax rate area changes by evaluating information provided by the State Board of Equalization; manually updates hard copy map books.
Completes required forms related to various assignments.
Assists the public at the counter, on the telephone, or through correspondence, with inquiries related to parcels, ownership, and other mapping-related questions; assists the public with the use of online mapping resources.
Provides clerical and technical assistance within the Assessor’s Office as assigned; locates recorded documents in the Clerk-Recorder’s Office; researches property title and legal descriptions; contacts attorneys, title companies and engineers/surveyors to gather and compile information; prepares and sends correspondence to resolve various issues.
Applies State Board of Equalization mapping standards and stays current on standards changes.
MINIMUM QUALIFICATIONS
EITHER PATTERN I
Experience: Two years as an Assessor’s Mapping Technician I in San Joaquin County service.
OR PATTERN II
Education: Completion of 12 semester (or equivalent) units from an accredited college or university in drafting technology, civil engineering, cartography, geology, computer science, public administration, business administration, or a related field.
Experience: Two years of experience preparing, maintaining and updating parcel maps in a county assessor’s office that included the use of GIS or AutoCAD software.
OR PATTERN III
Education: Completion of 60 semester (or equivalent) units from an accredited college or university with major coursework in drafting technology, engineering, cartography, geology, computer science, public administration, business administration, or a related field.
Experience: One year of experience preparing, maintaining and updating parcel maps in a county assessor’s office that included the use of GIS or AutoCAD software.

Special Requirement: Demonstrated knowledge and proficiency in the use of GIS and/or AutoCAD software may be required as a condition of employment.
KNOWLEDGE
Principles and practices of map design using GIS software and AutoCAD software; terminology and nomenclature relevant to Assessor’s parcel mapping; freehand map lettering and use of templates; methods of researching, gathering, organizing and reporting data using manual and computerized tools; deeds and other documents used to identify boundaries, ownership, and other property characteristics; basic laws governing the preparation of assessment rolls in the assessment of property; general terminology and concepts of assessment; methods of researching, gathering, organizing and reporting data.
ABILITY
Read and interpret legal property descriptions, deeds, survey data, tract descriptions, and existing maps in order to identify boundaries, ownership, and other characteristics, and to verify their accuracy; use GIS, AutoCAD, and standard business software to prepare and maintain Assessor’s parcel maps as well as other types of documents and reports; maintain hard copy Assessor’s Parcel Maps with freehand map lettering and use of templates; use standard office equipment, including personal and online computers, calculators, printers, and plotters; perform detailed, repetitive, and exacting tasks for extended periods; communicate effectively, both orally and in writing; establish and maintain effective working relationships with others contacted during the course of the work.
