DEFINITION

Under general supervision, performs specialized and difficult planning, building and land use permit work of a sub-professional nature; serves as a lead worker if assigned; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

This is the advanced and lead level class in the Development Services Technician series. An employee in this class is responsible for performing the more specialized and difficult technical permit and plan processing work and/or serving as a lead worker over other Development Services Technicians. If assigned, incumbents may supervise the work of clerical support staff.

TYPICAL DUTIES

  • Leads and/or participates in the processing and tracking of permits; assists the public in interpreting the more specialized and difficult planning; land use, building, environment health & public works regulations; accepts and reviews land use applications; issues permits; receives complaints and directs the public to the proper agencies.
  • Organizes the work flow of the unit; establishes priorities and schedules to meet deadlines and utilize staff efficiently; determines methods, time and materials to be used.
  • Designs and maintains filing systems for maps and other documents; designs work procedures requiring the application of specialized knowledge in order to effectuate efficient operation.
  • Leads and participates in the preparation, revision or updating of maps and overlays based on existing maps, surveys or legal descriptions of property or boundaries; plots and records boundaries of individual parcels of property and land use zones, prepares drawings, diagrams, charts, and maps for Planning Commission meetings; prepares ink tracings from layouts of finished maps.
  • May supervise the work of clerical staff engaged in permit processing and tracking and assisting the public; may train new employees.

MINIMUM QUALIFICATIONS

EITHER PATTERN I 
Experience: Two years as a Development Services Technician in San Joaquin County. 

OR PATTERN II 
Experience: Four years of construction, building, land use, or other experience that required familiarity with, and the interpretation of, planning and building-related codes, ordinances, and regulations, including at least two years in a public sector planning, building or related agency, assisting the public by reviewing, processing and tracking building or land use permits. 

Special Requirement: Must possess International Code Council (ICC) Permit Technician certification.

Note: ICC Permit Technician certification is waived for appointments made prior to San Joaquin County Civil Service Commission adoption of Classification Project #24-023.

KNOWLEDGE

Principles and practices of planning, building and land use administration; local zoning ordinances, codes and regulations; departmental procedures applicable to a planning or building department; basic geometry; basic principles of surveying; basic principles and techniques of supervision.

ABILITY

Organize information; read and understand legal property descriptions and material written in technical terminology; make mathematical calculations; establish and maintain effective working relationships with others; express oneself, clearly and concisely, both orally and in writing; assign, train, lead and supervise staff.
