DEFINITION

Under direction, performs responsible professional field and office engineering work in connection with the design, construction and management of Public Works Projects; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

This is the journey level class in the engineering series. An employee in this class is responsible for moderately difficult and responsible professional engineering work in a variety of areas which include, but are not limited to transportation, drainage, water resources and supply, waste water, solid waste and hazardous waste management. Incumbents work with a greater level of independence and skill than at the Engineer I level and may be lead workers over subordinate engineering, technical, and/or paraprofessional employees.

TYPICAL DUTIES

  • Provides technical direction and performs drafting, computing and checking of field operations related to Public Works projects; identifies and resolves issues related to the layout and construction of roads, sanitary systems, drainage/water systems, subdivisions, bridges, traffic signals, street lighting systems, and waste facilities.
  • Designs Public Works projects; prepares plans, profiles, and cross sections; makes quantity estimates, horizontal and vertical alignments, and curve computations; establishes highway and hydraulic gradients.
  • Prepares and reviews maps, right-of-way deeds and legal descriptions.
  • May act as resident engineer for major projects under contract such as sanitary systems, drainage/water systems, roads, traffic signals, bridges, buildings and other structures; may lead and/or direct the work of subordinate engineering, paraprofessional and/or technical staff.
  • Writes engineering specifications for proposed projects; makes estimates for projects planned or under construction.
  • Prepares engineering reports; applies principals of advanced engineering design and theory to assigned projects.

MINIMUM QUALIFICATIONS

EITHER PATTERN I 
Experience: One year as an Engineer I in San Joaquin County service.

OR PATTERN II 
Experience: Two years of progressively responsible and varied engineering work experience. 

And Either 
Certificate: Possession of a valid certificate as an Engineer-in-Training (E.I.T.) as issued by the California Board of Registration for Professional Engineers and Land Surveyors. 

OR 
Education: Bachelors degree in engineering or closely related field from a college or university accredited by the Accreditation Board for Engineering and Technology. 

AND 
License: Possession of a valid California driver’s license.

KNOWLEDGE

The principles and practices of engineering; methods and materials used in planning, design, construction and management of engineering projects including roadway and structural design and inspection, waste disposal and storage, traffic engineering, hydraulics and flood control; basic computer and modern office automation technology and computer software programs relevant to department operations.

ABILITY

Apply required engineering knowledge to varied work assignments; function as a lead worker over subordinate professional, paraprofessional and technical engineering personnel; utilize a wide variety of computer applications in engineering projects; establish and maintain effective working relations with others; communicate effectively, both orally and in writing.

PHYSICAL/MENTAL REQUIREMENTS

Mobility-Frequent operation of a data entry device, sitting for extended periods, standing for long periods, walking, pushing/pulling, bending, squatting, driving, climbing stairs or other objects; occasional crawling; Lifting-Frequently 5-30 pounds or less; occasionally 30-70 pounds; occasionally restraining, lifting/turning heavy objects; Vision-Good vision; frequent reading and close-up work; normal hand and eye coordination; Dexterity-Normal dexterity with frequent writing and repetitive motion; Hearing/Talking-Frequent hearing and talking on the telephone and in person; Special Requirements-May require occasional overtime, weekend or evening work; Emotional/Psychological-Frequent public contact and decision making; frequent concentration required; Environmental Conditions-May be exposed to noise, dust and varied outdoor conditions.
