Under general supervision, performs technical work in determining program eligibility and helps administer the day-to-day operations of various energy assistance programs; and does related other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.
CLASS CHARACTERISTICS
Employees in this class are responsible for processing applications for various energy assistance programs. Incumbents also assist with the ongoing day-to-day administrative operations of these programs.
TYPICAL DUTIES
Gathers data over the telephone from prospective clients to determine preliminary eligibility; schedules interviews with people who appear eligible for program assistance.
Reviews forms; ensures that information is recorded appropriately and completely; verifies information.
Interacts with clients and establishes effective communications; refers clients to other programs or agencies when appropriate.
Applies Federal and State requirements to determine client's eligibility for assistance.
Coordinates services with County Community Centers and other agencies; provides program information to various community organizations.
Provides energy conservation education to clients and various agencies and organizations.
Maintains program records and completes various reports; attends staff meetings as required.
Trains department personnel regarding program requirements and eligibility.
MINIMUM QUALIFICATIONS
License: Possession of a valid California driver's license.
Education: Graduation from an accredited college or university with major coursework in social work, public administration, social science or related field.
Substitution: Experience in a social service agency or a governmental agency that involved extensive public contact may be substituted for the required education on a year-for-year basis.
KNOWLEDGE
Principles and methods of energy conservation; community resources; interviewing techniques; cultural and human behavior; basic English sufficient to read and understand job related materials and explain them to clients; basic math; recordkeeping techniques.

Plan, organize and implement projects; gather and analyze data; establish and maintain working relationships with associates and the general public; read, understand, and apply written regulations and instructions; communicate effectively with persons from diverse social, economic and cultural backgrounds.
PHYSICAL/MENTAL REQUIREMENTS
Mobility – Frequent operation of a data entry device; constant sitting for extended periods; occasional pushing, pulling, reaching, grasping, bending, squatting, climbing; occasional driving; Lifting – frequently 5 pounds or less; Vision – constant good overall vision; reading and close-up work; frequent color perception and use of eye/hand coordination; occasional use of depth perception and peripheral vision; Dexterity – normal dexterity with frequent writing and repetitive motions; Hearing/Talking – frequent hearing of normal speech and hearing/talking on the telephone and in person; Emotional/Psychological – occasional exposure to grief; exercise sound judgment, especially under stressful and emergency situations; frequent public contact and decision making; frequent concentration required; Special Requirements – some assignments may require working overtime, weekends/nights; working alone; Environmental – occasional exposure to varied weather conditions.
