Under direction performs appraisal and negotiation work for the acquisition of real property or property rights for purposes of rights-of-way, easements, and sites for public use and improvements; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.
CLASS CHARACTERISTICS
This is the journey level class of the Real Property Agent series. Employees in this class are primarily responsible for preparing appraisal estimates and for the more difficult negotiations in the acquisition and management of real property for Public Works and other County use, including preparation of environmental assessments. Work is performed with considerable independence and latitude of judgment and is subject to review by superiors through discussion and review of reports and completed assignments.
TYPICAL DUTIES
Prepares and submits appraisals of real property for negotiating purposes; evaluates properties in comparison to recent sales; determines comparability of properties; obtains estimates for moving or replacing buildings, structures and other improvements.
Prepares appraisals for use in condemnation suits; serves legal papers in condemnation proceedings.
Negotiates to acquire, sell, lease or transfer real property and property rights for the County or special districts; prepares contracts and other documents; presents acquisition offers to owners or their representatives; interprets proposed projects; discusses discrepancies and disagreements over estimates; may make appraisal adjustments.
Researches property titles and encumbrances, secures, examines and interprets property records and title reports; initiates proceedings to acquire clear title to parcels; assists in preparing legal documents required to obtain title; may formulate legal land descriptions.
Processes required dedications of rights-of-way; records legal documents.
Makes real property cost estimates for engineering studies.
Assists in disposing of real property no longer needed by the County.
Does research and contacts other Government agencies relative to environmental assessments; prepares written evaluations covering historical, archeological, biological and architectural concerns.
May act as leadworker over other employees.
Notifies other agencies of road closures related to Public Works Projects.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited four year college or university with major coursework in economics, business administration, agriculture, engineering, social sciences or closely related field.
Experience: Two years of professional experience performing appraisal and negotiation work for the acquisition of real property.
Substitution: Additional-qualifying experience may be substituted for the required education on a year-for-year basis.
KNOWLEDGE
Principles, procedures, and methods of real property appraisal, negotiation and acquisition; legal and department practices governing the preparation of maps and documents used in real property work; real estate title and valuation work; legal document recording requirements; public relations techniques; regulations governing environmental assessment.
ABILITY
Read and interpret maps, plans, blueprints and legal documents related to real property work; communicate effectively both orally and in writing; establish and maintain effective working relationships; supervise work of others.
