DEFINITION

Under general direction, assists the administrators of the General Services Department in planning, appraisal, negotiation, acquisition, sale, leasing, asset management, and property management of real estate for the County; coordinates and manages property control activities of the department and County departments and agencies; participates in other administrative and analytical functions of the department; and does related or other work.

CLASS CHARACTERISTICS

Under the direction of the General Services Department, Property Manager is responsible for providing primary oversight of the acquisition, sale, and lease of County-owned real property.  Additionally, the position oversees the lease of non-County owned real property for use by County departments.

TYPICAL DUTIES

  • Manages the County’s real property, and recommends property management policies and procedures.
  • Serves as a consultant to County departments and organizations to oversee real estate purchases, sales and/or leasing transactions; provides real estate expertise to County departments; prepares packages for the Board of Supervisors to request approval for lease or acquisition of property.  May meet with the Board of Supervisors in closed session regarding real property transactions.
  • Prepares real estate documents such as purchase agreements, appraisal summary statements, Request for Proposal (RFP), lease agreements, sale agreements, conveyance documents, etc., subject to appropriate County Counsel approval.  Assists with the preparation and management of consultant contracts.
  • Examines and interprets title reports and various recorded real estate documents to secure clear title for the County and other entities; verifies boundary descriptions, preliminary rights-of-way limits, and other project factors utilizing title reports, site surveys, and engineering plans.
  • Develops, plans, and establishes goals and timetables for the acquisition and disposition of real property; reviews and analyzes real property use and needs; monitors the use of property and land to enhance revenue to the County; prepares analyses of fees and rates; keeps informed on the status and trends of real estate values.
  • Prepares periodic reports on real property revenues, expenditures, projections, and program objectives; performs other related recordkeeping and statistical and financial analysis.
  • Recommends lease, sale, or other appropriate use, negotiates leases and concession agreements; monitors and ensures compliance of leases and concessions; prepares lease/purchase acquisition agreements and licenses for temporary use of County property.
  • Reviews and analyzes legislation, policies, procedures, and other administrative and regulatory requirements; determines their impact on property management and other activities; recommends changes in operations as appropriate.
  • Participates in budget preparation and monitoring for property management and other administrative units within the General Services Department; compiles and analyzes data; prepares cost projections.
  •  Maintains an inventory and keeps records of all properties, leases, agreements, and contracts. 
  • Oversees and coordinates contracts for services provided to County properties such as security, janitorial, and elevator maintenance and repair.
  • Ensures proper tracking, retention, and disposal or sale of surplus inventories and vacant property.   
  • Acts as liaison with other agencies and individuals for property management and other assigned functions; makes presentations to Boards, other governing bodies, and community groups. 
  • Provides direct or indirect supervision of professional, technical, and/or support staff.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited four-year college or university with major coursework in real estate, public or business administration, economics, law, or a closely related field.

Experience: Two years in the management, lease, and/or acquisition of commercial real estate. 

Substitution: Qualifying experience may substitute for the education on a year-for-year basis up to two years where one year of education equals 30 semester (or 45 quarter) units OR valid, current California Department of Real Estate Broker license may substitute for two years of education. 

License: Possess and maintain a valid California Driver License. 

Desirable License: Valid, current California Department of Real Estate Broker license.

KNOWLEDGE

State, Federal, and local laws and regulations applicable to the acquisition, disposal, and leasing of real property; current principles and practices of property appraisal, negotiation, acquisition, leasing, and disposition; management, including program planning, implementation, and administration; practices, methods and techniques of public administration and management including organization, budgeting, and purchasing; basic accounting; basic principles and practices of property management; methods and techniques of organizing work efficiently; County government functions and organization; report writing techniques.

ABILITY

Gather and analyze data; organize and write reports; read, understand, interpret and apply pertinent rules and regulations; use computer programs such as those used in financial modeling, word processing, and facilities management; read blueprints and maps; travel throughout the County; express oneself clearly and concisely, both orally and in writing; establish and maintain effective working relationships; present oneself professionally; handle conflict effectively; provide strong customer service skills; remain composed and flexible in stressful situations.
