Under direction, supervises and coordinates the day-to-day operations and administrative activities of the San Joaquin General Hospital Special Care Clinic; assigns and directs the work of staff providing clerical and unlicensed assistive duties to physicians and nurses who treat patients in the clinic; serves as a resource to and liaison between clinic providers, Hospital management, and correctional facilities to resolve operational problems; provides sub-professional nursing duties in the treatment of patients in the clinic; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.
CLASS CHARACTERISTICS
An incumbent in this single position class supervises a small group of unlicensed support staff who provide clerical and unlicensed assistive support to medical providers and ensures that day-to-day operations are consistent with established policies, procedures, protocols and contractual requirements. The incumbent also serves as a liaison between clinic providers, Hospital management, and correctional facility staff in resolving operational issues while providing sub-professional nursing care to patients as required. Clinical direction is received from a nursing supervisor or manager. Operational and administrative direction may be provided by a non-nurse manager.
This position can be distinguished from the class of Clinic Operations Coordinator because incumbents in the latter class typically provide administrative oversight for several clinics and have extensive responsibility for difficult management functions such as strategic planning, budgeting, policy development, and quality analysis/improvement.
TYPICAL DUTIES
Directs, organizes, and coordinates the day-to-day operations of the Special Care Clinic at San Joaquin General Hospital; serves as a resource to physicians, mid-level providers, and nurses who are treating patients in the clinic by ensuring that appointments are scheduled appropriately, equipment and supplies are available when needed, and proper records and documentation are maintained.
Ensures that Special Care Clinic operations comply with established protocols and procedures, as well as applicable State and federal regulations; directs and coordinates the scheduling of Special Care Clinic appointments and Telemedicine Services; coordinates the provision of medical services at other locations as required; monitors appointment timelines to verify compliance with contractual obligations; documents clinic operational procedures and recommends procedural changes as needed to improve efficiency and services.
Supervises subordinate staff who provide clerical and unlicensed clinical assistive services; schedules, assigns and orients staff; provides training to staff and ensures that they understand and comply with program policies, procedures, and standards; monitors staff productivity and accuracy; evaluates staff work performance and initiates disciplinary action if needed.
Serves as a contact person and liaison for clinic providers, Hospital management, and correctional facility staff; reviews and resolves problems and complaints from subordinate staff, patients, correctional facilities and others; makes recommendations to administrative or nursing management for resolution and for policy changes as appropriate.
Performs sub-professional nursing duties in the care and treatment of patients; takes and records vital signs; administers medications; applies dressings, compresses and soaks; inserts urinary catheters, tests urine and records results; records patient observations and transcribes doctor’s orders; may perform specialized treatment or tests and operate medical equipment; may administer CPR, use resuscitation equipment and administer first aid.
Attends meetings, conferences, and trainings; may represent the Special Care Clinic and/or the Hospital if assigned; participates in the planning of clinic space, furniture, equipment, forms and supplies.
Compiles data and prepares statistical reports; prepares correspondence; maintains inventory of medical and office supplies and orders supplies as needed.
May coordinate and/or perform special projects.
MINIMUM QUALIFICATIONS
Education: Completion of at least 30 semester (or equivalent quarter) units from an accredited college or university, including coursework in nursing, health science, social science, business administration, or a related field.
Experience: Five years of clerical, technical or patient care experience in a hospital, public health, medical clinic or other health care setting, including at least one year of clinical experience as a Licensed Vocational Nurse (LVN). Experience in a correctional medicine setting is highly desirable.
Substitutions: 1) One additional year of qualifying experience may substitute for the required education; OR 2) Possession of a bachelor’s degree from an accredited four-year college or university with a major in biological sciences, health science, nursing, public health, business administration, public administration or closely related field may be substituted for the non-LVN experience.
License: Possession of a valid license as a Vocational Nurse issued by the State of California, Board of Vocational Nurse and Psychiatric Technician Examiners; or possession of a valid Interim Permit issued by the Board.
KNOWLEDGE

Plan, organize, supervise and coordinate the work of a specialized medical clinic providing treatment to incarcerated patients; assign, train, and evaluate paraprofessional, clerical and/or other clinic support staff; prepare and maintain clinical procedures and records, and recommend procedural changes as needed to improve effectiveness and efficiency; provide quality and compassionate services to patients; gather and prepare routine data summaries, reports and correspondence; communicate effectively, both orally and in writing; effectively represent San Joaquin General Hospital with the public, community, and other agencies; establish and maintain cooperative relationships with those contacted during the course of the work while maintaining excellent customer relations.
