DEFINITION

Under general direction, plans, assigns, and coordinates the work of functional units of the Public Health Laboratory; and performs related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

This is the supervisory level in the professional Public Health Microbiologist class series. An incumbent supervises the daily activities of the laboratory, serves as a technical resource, and assists with general administrative matters. The position may act in the absence of the Chief of Public Health Laboratory Services.

TYPICAL DUTIES

  • Plans, assigns, and coordinates the work of the functional units of the Public Health Laboratory; supervises, evaluates, counsels and disciplines subordinate staff; participates in the selection of staff. 
  • Develops and implements comprehensive in service training programs; monitors the training of staff from local laboratories; develops and implements the Public Health Microbiologist training program. 
  • Serves as laboratory manager in his/her absence. 
  • Provides technical consultation to physicians, outside agencies, and others on the most sensitive or complex test results and interpretations; provides testimony and affidavits as an expert witness. 
  • Assists with the preparation of laboratory capital and operating budgets; prepares budget justifications for equipment and personnel; monitors purchasing procedures; evaluates suppliers and bids. 
  • May perform test procedures and interpretations. 
  • Directs and oversees the comparative analyses of new methods procedures and tests; recommends use and implements new tests, methods, or procedures. 
  • Establishes internal quality control standards, procedures and controls; monitors quality control. 
  • Participates in state audits; interprets and applies policies. 
  • Establishes and implements preventive maintenance programs. 
  • May represent the laboratory at meetings; attends seminars and conferences.

MINIMUM QUALIFICATIONS

Experience: Three years of experience as a Public Health Microbiologist in a public health or medical laboratory.

Certificate: Possession of a valid Public Health Microbiologist certificate issued by the State of California. 

Substitution: Possession of a Masters Degree in Medical Microbiology, Medical Bacteriology, Medical Virology, Medical Laboratory Technology, or Public Health may be substituted for one year of the required work experience.

KNOWLEDGE

Principles and techniques of effective training and supervision; laws, regulations, and standards pertaining to public health laboratories; bacteriological, serological, mycological, parasitological, virological, and other microbiological principles; techniques, equipment, and terminology used in the examination of body fluids and tissues, foods, and water; safety precautions and procedures appropriate to a public health laboratory; causes and methods of transmission of communicable disease; principles of epidemiology; current trends, concepts, and developments in public health microbiology; how to utilize computers to facilitate standard business activities, including word processing, data entry, and spreadsheet calculations.

ABILITY

Plan, supervise, coordinate, and evaluate the work of others; evaluate and meet the training needs of professional, technical and support staff; develop and write training materials; perform standard and difficult public health laboratory tests and examinations; interpret laboratory test results; evaluate, compare, and adopt testing methods using new or modified techniques and/or equipment; develop and write laboratory test procedures; insure utilization of proper quality standards and controls; analyze situations accurately and take effective action; oversee proper preparation of laboratory budget; use a variety of office equipment, including computer hardware and software; analyze situations accurately and take effective action; communicate effectively, both orally and in writing; establish and maintain cooperative working relationships with those contacted during the course of the work.

Mobility-Frequent sitting or standing for long periods of time while working with equipment or operating a keyboard; frequent walking short distances; Lifting-Occasional lifting of 30 lbs. or less; Vision-Constant use of good overall visual capabilities, particularly close focus; frequent use of color perception and hand/eye coordination; frequent reading and/or close up work; Dexterity-Frequent holding, pinching, grasping and writing; Hearing/Talking-Frequent hearing and talking in person and on the telephone; Special Requirements-May require working occasional weekends/nights/holidays; occasional overtime; Emotional/Psychological-Frequent concentration, decision-making and public contact; occasional emergency situations; Environmental Conditions-Frequent exposure to noise; frequent risk of exposure to hazardous materials, fumes, poor ventilation, and indoor cold/heat; occasional exposure to variable weather conditions.
