DEFINITION

Under general direction, manages a rehabilitation or clinical therapy unit that provides multiple therapy services and treatments such as physical therapy, occupational therapy, speech therapy, and/or audiology services, either at San Joaquin General Hospital or within the Department of Health Care Services; and does other or related work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

Incumbents in this class are responsible for effectively managing the planning and delivery of therapy programs and services, and for supervising professional and technical staff who deliver physical therapy, occupational therapy, speech therapy or audiology services. At San Joaquin General Hospital, the incumbent manages all of the above inpatient and outpatient therapy and treatment programs. In Health Care Services, the manager is responsible for outpatient physical and occupational therapy programs. Depending on individual therapy licensure, an incumbent also serves as an expert resource for that specific therapy discipline and may directly provide patient treatment in that discipline, particularly for the more difficult cases.

TYPICAL DUTIES

  • Plans, organizes, directs, and supervises programs that provide a variety of clinical therapies, treatments, and testing services to patients; develops, expands or alters programs to meet the needs of persons served.
  • Ensures that assigned work unit activities and operations are in compliance with applicable laws, regulatory requirements, and accreditation standards.
  • Selects, assigns, trains, supervises, and evaluates staff; directs staff’s day-to-day responsibilities and priorities; provides and/or ensures appropriate clinical supervision and evaluation of staff working in multiple therapy professions; manages personnel issues; maintains appropriate staffing levels; coordinates the recruitment of new staff as needed.
  • Establishes and maintains effective working relationships with physicians, nurses, professional, and other staff; helps coordinate patient care with other therapy providers.
  • Develops, implements, reviews and maintains policies and procedures for the assigned division or work unit.
  • Prepares, presents, monitors and operates within assigned budget(s).
  • Plans and coordinates in-service education programs, quality improvement and quality control activities, and related activities.
  • May provide clinical supervision and coordination to interns who are enrolled in university-based therapy programs.
  • Assures safety of staff and patients served through appropriate training in equipment use, regular equipment inspection, scheduling of staff for annual safety training, and posting of various safety notices; assures that rehabilitation therapy equipment is adequately maintained.
  • Conducts staff meetings and attends departmental meetings; attends trainings and conferences to maintain clinical and/or managerial knowledge and skills; participates on committees and task forces.
  • Depending on individual therapy licensure, serves as an advanced clinical resource for staff pertaining to complex therapy situations; consults and coordinates with other therapy experts as needed to ensure that patients receive appropriate treatment; may personally evaluate and treat patients.

MINIMUM QUALIFICATIONS

EITHER PATTERN I
Licenses and Certificates: Current licensure as a Physical Therapist by the Physical Therapy Board of California (PTBOC).

Experience: Four years of progressively responsible experience as a licensed Physical Therapist performing diagnostic and/or therapeutic physical therapy techniques for a variety of disabling conditions, including one year in a supervisory or lead capacity, which included physical therapy program development.

OR PATTERN II
Licenses and Certificates: Current licensure as an Occupational Therapist by the California Board of Occupational Therapy (CBOT).

Experience: Four years of progressively responsible experience as a licensed Occupational Therapist performing diagnostic and/or therapeutic occupational therapy techniques for a variety of disabling conditions, including one year in a supervisory or lead capacity, which included occupational therapy program development.

OR PATTERN III
(For position at San Joaquin General Hospital Only)

Licenses and Certificates: Current licensure as a Speech Pathologist by the State of California, and possession of a Certificate of Clinical Competency in Speech Pathology issued by the American Speech-Language-Hearing Association.

Experience: Four years of progressively responsible experience as a licensed Speech Pathologist performing diagnostic and/or therapeutic speech pathology techniques for a variety of disabling conditions, including one year in a supervisory or lead capacity, which included speech therapy program development.

KNOWLEDGE

Current principles, methods, techniques, equipment and materials used in therapy and treatment programs that are applicable to the position, such as physical therapy, occupational therapy, speech therapy and audiology; possible reactions of and hazards to patients during procedures and of precautionary and remedial measures; anatomy and physiology related to treatments; psychological and physiological problems of persons with disabling conditions; principles of clinical supervision; basic principles of personnel management; basic principles of budgeting.

ABILITY

Organize and implement therapy and treatment programs; teach techniques of treatment in specialty areas; conduct individual and group treatment programs; gather, analyze, interpret and report statistical data; prepare complex written reports; interpret and adapt physician orders and/or written reports; communicate effectively; establish and maintain cooperative working relationships with patients, families, staff and others; maintain excellent customer relations; assign and evaluate the work of others; interpret budget and management reports; interpret and implement regulatory standards.

PHYSICAL/MENTAL REQUIREMENTS

Mobility – frequent operation of a data entry device; frequent standing, walking or sitting for long periods; occasional pushing/pulling and bending/squatting. Lifting – occasional lifting of 5 to 50 pounds; occasional restraining, lifting/turning, transferring people; Vision – frequent color perception; occasional eye/hand coordination, peripheral vision and depth perception; frequent reading; Dexterity – frequent holding and occasional repetitive motion; frequent reaching, grasping and writing; occasional manual operation of equipment and hand tools; Hearing/Talking – constant hearing normal speech, talking in person, talking on the telephone; frequent hearing on the telephone and hearing faint sounds; Special Requirements – may require occasional weekend or evening work. Emotional/Psychological – occasional emergency situations; occasional exposure to trauma, grief and death, occasional exposure to depression and psychiatric disorders in patients; constant public contact and decision making; frequent concentration required. Environmental – occasional exposure to noise; may be exposed to varied indoor temperatures, occasional exposure to cleaning agents.
