DEFINITION

Under immediate supervision, performs entry-level professional duties in the programming, testing, implementation and maintenance of systems, networks, and programs across multiple platforms and technologies within an assigned department; troubleshoots and resolves basic network and systems hardware and software problems; and performs other related work in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

This is the entry-level class in the Department Information Systems Analyst series. Incumbents perform work of a professional rather than technical nature, utilizing skills that require an understanding of analytical procedures and processes. This class is distinguished from the Department Information Systems Analyst II by the performance of the more routine tasks and duties assigned to positions within the series including basic programming support for less complex systems, networks and programs. Since this class is typically used as a training class, employees may have only limited or no directly related work experience.

TYPICAL DUTIES

  • Provides professional entry-level support in programming, testing, implementing and maintaining systems, networks, and programs across multiple platforms and technologies.
  • Learns to maintain and support existing systems; to respond to routine client calls and requests for minor system or network programming modifications; to code, test and de-bug program modifications.
  • Learns to write and develop system documentation, instructional and procedural manuals.
  • Learns to develop data flow diagrams and other systems documentation to create program specifications and to create various reports, charts and other materials from multiple layers of data.
  • Learns to perform basic network system administration functions; to monitor and add applications, users and devices; to document changes, additions, deletions and revisions to network components, wiring and facilities; and to prepare status reports.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of information technology.

MINIMUM QUALIFICATIONS

Note: Incumbents who, at the time that Classification Study #01-22 is adopted by the Board of Supervisors, occupy full-time Civil Service positions reclassified to this class by the study, shall be deemed to meet the requirements listed below.

Education: Graduation from an accredited four-year college or university with major course work in computer science, information systems, mathematics, business administration or a related field. 

Substitution #1: Possession of an approved information systems technology certificate, or completion of an approved information systems training course may substitute for part or all of the required education. A list of approved certificates and/or courses shall be maintained within the Human Resources Department. 

Substitution #2: Experience performing specialist-level information systems support work at a level comparable to or higher than the San Joaquin County class of Department Information Systems Specialist II may substitute for the above-required education on a year for year basis to a maximum of two years. 

Substitution #3: One year of experience performing specialist-level information systems support work at a level comparable to or higher than the San Joaquin County class of Department Information Systems Specialist III may substitute for two years of the above-required education.

KNOWLEDGE

Operations, services and activities of information systems programs; personal computer hardware and software components; basic programming principles and techniques; basic principles and practices of computer science and information systems; basic operational characteristics of a variety of computer systems, networks and associated hardware, software and related components; basic methods and techniques used in the installation, troubleshooting and maintenance of information systems and network hardware and software; principles and practices of customer service; pertinent Federal, State and local codes, laws and regulations.

ABILITY

Provide routine support in the implementation and maintenance of various systems and network hardware and software components; operate a variety of systems and equipment; generate various reports, charts and materials; respond to routine user hardware and software problems; install and troubleshoot hardware, software and peripheral equipment problems; learn and apply a wide variety of computer programming languages; learn to analyze and resolve technical problems using logical and methodical processes; learn methods and techniques of network administration; learn to detect, isolate and resolve system and network problems; learn to install, trouble shoot and upgrade systems and network programs; learn to monitor, maintain and administer a variety of operating systems; learn methods and techniques of developing technical documentation; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work.
