DEFINITION

Under direction, performs advanced journey-level professional duties in the analysis, evaluation, design, development, programming, testing, implementation, documentation and maintenance of strategic systems, networks and programs across multiple platforms and technologies within an assigned department; troubleshoots, analyzes and resolves complex systems and network hardware and software problems; provides technical support and training to end users; and performs other related work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

This is the advanced journey-level class in the Department Information Systems Analyst series. Incumbents perform work of a professional rather than technical nature, utilizing skills that require an understanding of analytical procedures and processes. This class is distinguished from the Department Information Systems Analyst II level in that positions at the Department Information Systems Analyst III level require a specialized, functional or technical expertise beyond the journey level and perform the more difficult and responsible types of duties assigned to classes within the series including systems and network analysis and development. This class is distinguished from the Department Information Systems Analyst IV in that the latter serves as the highest-level technical resource within the department for systems, network and program development and implementation. Positions at the Department Information Systems Analyst IV level may also serve in the capacity of database administrator, or may act as a project manager for an assigned information systems project, although project management alone is not the only distinguishing characteristic for progression to the highest level of the series. As assigned, some positions may exercise direct, functional or technical supervision over lower level staff; however, these supervisory duties are ancillary in nature and are not considered to be the primary purpose of the class.

TYPICAL DUTIES

  • Performs professional level specialized and complex duties in the analysis, evaluation, design, programming, development, testing, implementation, documentation and maintenance of large and complex systems, networks, and programs across multiple platforms and technologies.
  • Serves as resource and provides highly specialized support to maintaining existing systems; assesses, reviews and conducts research on system and network operational problems and functionality; advises client on alternative information technology solutions.
  • Performs a variety of complex analytical duties in planning, developing, installing, implementing, integrating, testing and evaluating the department's local and wide area networks; evaluates network protocols, hardware and software to determine their applicability to department network needs; evaluates new applications to determine integration with current networks and systems; installs, configures and manages servers; develops and coordinates the installation and maintenance of computers, circuits, data communications equipment, printers and other peripheral equipment.
  • Evaluates and tests system and network upgrades; installs or upgrades in-house or vendor software; troubleshoots and resolves complex hardware, software, network failure, compatibility and telecommunications problems; recommends and implements changes and improvements.
  • Monitors network security and performance; identifies unauthorized access and potential security risks; implements and administers security strategies; measures volume and performance of network traffic; identifies utilization and performance issues; recommends improvements to security and network performance.
  • Evaluates and tests new or enhanced programs; prepares specifications and justification for new and enhanced program modifications; coordinates with software vendors to ensure quality and completeness of final product; installs or upgrades software and hardware; troubleshoots hardware and software related problems; performs testing and documentation duties.
  • Designs data and program structures using appropriate design tools; analyzes current systems; designs data structure and program interface; designs on-line screens, maps, reports, forms, menus, and input/output records; develops data flow diagrams and other systems documentation to create specifications.
  • Develops optimum software configurations to achieve program functional goals; locates, reviews, re-formats and downloads existing system data; tests and de-bug programs; determines whether new program meets the client's business and technology requirements; recommends changes as needed.
  • Assumes responsibility for developing, implementing and maintaining complex Internet and Intranet websites; recommends design and layouts; writes code; creates database connections; develops written technical procedures; documents website architecture; recommends hardware and software; implements interactive website components; provides Internet training for department staff.
  • Performs database maintenance and administration duties; creates and maintains user accounts; implements updates; performs daily backup duties.
  • Performs complex programming duties; determines method of integrating new programming code into existing programs to meet user needs; ensures data integrity and program structure and reliability are maintained.
  • Performs technical writing duties in the development and production of system documentation, instructional and procedural manuals.
  • Identifies training issues and coordinates training sessions for client users on assigned network or systems; develops training schedule; designs training manuals; conducts training sessions; evaluates training programs to determine effectiveness.
  • As assigned, may exercise direct or technical and functional supervision over lower level staff; assists in selecting, training, motivating and evaluating assigned staff; provides or coordinates staff training; works with employees to correct deficiencies.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of information technology.

MINIMUM QUALIFICATIONS

Note: Incumbents who, at the time that Classification Study #01-22 is adopted by the Board of Supervisors, occupy full-time Civil Service positions reclassified to this class by the study, shall be deemed to meet the requirements listed below.

EITHER PATTERN I 
Experience: One year as a Department Information Systems Analyst II in San Joaquin County. 

OR PATTERN II 
Education: Graduation from an accredited four-year college or university with major course work in computer science, information systems, mathematics, business administration or a related field. 

Experience: Two years of increasingly responsible professional analytical computer and related systems work in an information systems environment. 

Substitution #1: Possession of an approved information systems technology certificate, or completion of an approved information systems training course may substitute for part or all of the required education. A list of approved certificates and/or courses shall be maintained within the Human Resources Department. 

Substitution #2: Additional qualifying experience may substitute for the above-required education on a year-for-year basis to a maximum of two years.

KNOWLEDGE

Operations, services and activities of a comprehensive information systems program across multiple operating platforms; advanced principles and practices of computer science and information systems; methods and techniques of system and network analysis and design; advanced methods and techniques of system hardware and software troubleshooting and installation; principles and practices of structured programming; operational characteristics of multiple operating system and network environments and associated hardware, software, database and related components; methods and techniques of evaluating business operations to develop technology solutions; principles and procedures of quality assurance; methods and techniques of developing testing procedures; methods and techniques of designing, implementing and maintaining internet and intranet web sites; web page and computer graphic design principles; internet protocols; principles and practices of local and wide area network protocols, security and administration; methods and techniques of installing, configuring, maintaining and administering network servers, hardware and software; operational characteristics of database programs; principles and practices of database maintenance and administration; relational database design theories, techniques and tools; pertinent Federal, State and local codes, laws and regulations.

ABILITY

Provide advanced level support for system, network and program analysis, implementation and maintenance; detect, isolate and resolve complex information system problems; recommend, design, implement and install systems and programs; independently perform complex systems, network and applications programming and analysis duties; design, configure, install and test local and wide area network servers, hardware, software, routers and associated components; analyze procedures and data to develop logical solutions to complex systems problems; troubleshoot and analyze complex local and wide area network operating system or hardware and software problems; perform database maintenance and administration duties; learn and apply concepts and principles of highly complex database management; learn principles, practices, methods and techniques of serving as project manager on assigned information systems projects; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work.
