Under direction, plans, supervises, reviews and performs the most complex work of staff responsible for supporting computer operations and data processing production within a County department and for an assigned shift; ensures the timely and accurate processing of data, reports and materials; and performs other related work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.
CLASS CHARACTERISTICS
This is the shift supervisor-level class in the Department Information Systems Technician series. Employees possess advanced technical skills and knowledge, but the focus of the position is on direct supervision and coordination of a work unit on an assigned shift. In addition to overseeing staff activities, incumbents also train, evaluate, and discipline staff as appropriate. Incumbents may also perform the most difficult and complex technical duties of the work unit and may serve as a technical resource to staff and others in order to assure that subordinates follow appropriate policies and procedures.
TYPICAL DUTIES
Plans, organizes, supervises and performs the most complex work of staff responsible for data processing, production scheduling and control, and computer operations functions on an assigned shift; ensures the timely and accurate processing of data reports and other materials.
Monitors the efficiency and effectiveness of data processing methods and procedures; recommends, within established guidelines, appropriate service and staffing levels; monitors work activities to ensure compliance with established policies and procedures; makes recommendations for changes and improvements to existing standards and procedures.
Establishes schedules and methods for providing computer operations services; schedules weekly and monthly processing, as well as on-request jobs; identifies resource needs; reviews needs with appropriate management staff and allocates resources.
Assists in selecting, training, motivating and evaluating assigned staff; provides or coordinates staff training; works with employees to correct deficiencies.
Oversees quality control operations on assigned shift; checks quality of forms and reports printed; interfaces with programming staff and clients on production or quality issues.
Maintains multiple system security; issues and resets passwords; authorizes remote users; maintains confidential lists and user security maintenance files.
Performs scheduler duties; logs, schedules and sets up requested jobs; checks quality of reports and forms printed; ensures all print jobs are complete and accurate; processes, prints, decollates, bursts and distributes completed materials; monitors console and systems for errors and abnormal situations; checks system status and maintains problem logs; responds to error messages; resolves issues or refers to appropriate staff member.
Monitors batch jobs for daily processing; edits, changes and updates job control language; runs programs in accordance with established schedules; documents all jobs completed; identifies errors and initiates restart instructions; documents all unresolved issues; ensures accuracy and quality of completed jobs.
Serves as first level response to user system hardware and software problems; receives and logs calls; poses questions to determine nature and level of user problem; resolves problem or refers to higher level staff.
Monitors equipment performance; coordinates the dispatch and receipt of equipment to be repaired with manufacturer representatives or vendor staff.
Oversees the performance of computer system back up and restoration procedures to provide system security and enable efficient recovery of data; ensures tape library is updated and maintained.
MINIMUM QUALIFICATIONS
Note: Incumbents who, at the time that Classification Study #01-22 is adopted by the Board of Supervisors, occupy full-time Civil Service positions reclassified to this class by the study, shall be deemed to meet the requirements listed below.
Either I
Experience: Two years as a Department Information Systems Technician II in San Joaquin County.
Or II
Education: Completion of at least 60 semester (or 90 quarter) units from an accredited college or university, including 12 units in computer science.
Experience: Three years of increasingly responsible experience operating computers and peripheral equipment in an information systems environment.
Substitution #1: Possession of an approved information systems technology certificate, or completion of an approved information systems training course may substitute for all or part of the above-required education. A list of approved certificates and/or courses shall be maintained within the Human Resources Department.
Substitution #2: One additional year of qualifying experience may substitute for the above-required education.
KNOWLEDGE
Operations, services and activities of a comprehensive computer data processing center; methods and techniques of identifying and resolving data processing issues; principles and practices of quality control; methods and techniques of data processing scheduling and production; methods and techniques of evaluating and analyzing production and scheduling problems; function and use of job control languages on assigned equipment; principles and practices of security on assigned systems; operational characteristics of data processing and communication systems including mainframe terminals, printers, tape library management systems, scheduling systems, report distribution systems and related equipment; methods and techniques of troubleshooting and diagnosing computer equipment malfunctions; principles of supervision and training; pertinent Federal, State and local laws, codes and regulations.
ABILITY
Oversee data processing operations and activities on assigned shift; oversee, direct and coordinate the work of lower level staff; assist in selecting, supervising, training and evaluating staff; oversee system back up and recovery procedures; coordinate computer functions for the production of multi-user reports and documents; ensure quality control on production output; ensure proper operation and maintenance of data processing equipment; maintain a variety of logs and records; prepare clear and concise reports; respond to requests and inquiries from system users; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work.
