Under administrative direction, plans, develops and implements a Countywide geographic information systems program; coordinates GIS program development with other County departments, divisions and external agencies; and performs other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.
CLASS CHARACTERISTICS
An incumbent of this class provides overall management and coordination of the countywide geographic information systems program. Duties include staff supervision/direction/development, coordination with internal and external agencies, budgetary control, program strategic planning and a full-range of related management responsibilities. This class can be distinguished from other information systems-related management classes by its relatively limited focus on geographic information system applications, issues and activities.
TYPICAL DUTIES
Assumes management responsibility for planning, developing and implementing a County-wide geographic information systems program that serves the needs of all County departments.
Develops, recommends and implements geographic information system program goals, objectives, policies and priorities; recommends and administers policies and procedures.
Monitors and evaluates the efficiency and effectiveness of program operational methods and procedures; recommends, within County and department policy, appropriate service and staffing levels.
Plans, directs, coordinates and reviews the work plan for assigned professional and technical staff; assigns work activities, projects and programs; reviews and evaluates work products, methods and procedures; meets with staff to identify and resolve problems.
Reviews, investigates, evaluates and selects new geographic information systems technologies for current and future business needs including systems and network equipment, hardware and software; serves as technical resource for County departments on assessing and evaluating potential geographic information system program development within individual departments.
Prepares service, equipment and software requests; writes specifications; evaluates bids received and selects vendors; monitors performance of equipment and contracted services to ensure compliance with standards.
Serves as technical resource or project manager on geographic information system projects; reviews and approves project plans for technology enhancements or new products and services; analyzes client geographic information system needs; recommends solutions and appropriate technology; designs project and resource plans and schedules; develops proposals using cost/benefit analyses; coordinates the installation and evaluation of proposed hardware and software to ensure compatibility with existing systems; coordinates programming activities; controls, monitors and reports budget expenditures; directs members of the project team; resolves difficult and complex technology issues through effective utilization of department technical staff and use of vendor contracts; provides written reports and presentations on project status; ensures compliance with budget and project goals and objectives.
Develops and administers GIS program system security strategy, policies and procedures for network availability and related services; ensures compliance with County and mandated standards.
Manages network operations to resolve performance and capacity issues; develops, plans and implements new technologies and data communications services to satisfy capacity and performance requirements.
Selects, trains, motivates and evaluates assigned professional and technical staff; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures.
Oversees and participates in the development and administration of the geographic information system program budget; participates in the forecast of funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures; implements adjustments.
Serves as representative on a variety of geographic information systems related committees; prepares and presents staff reports and other necessary correspondence.
MINIMUM QUALIFICATIONS
Note: Incumbents who, at the time that Classification Study #01-22 is adopted by the Board of Supervisors, occupy full-time Civil Service positions reclassified to this class by the study, shall be deemed to meet the requirements listed below.
Education: A Bachelor’s degree from an accredited college or university with major course work in geography, geographic information systems, computer science, information systems, economics, engineering, architecture, environmental science, mathematics, business administration, or a related field.
Experience: Five years of increasingly responsible professional analytical geographic information systems program experience including two years in a supervisory capacity.

ABILITY
Oversee and participate in the management of a County-wide geographic information systems program; oversee, direct and coordinate the work of lower level staff; select, supervise, train and evaluate staff; apply highly complex technical principles and concepts to develop geographic information system solutions; plan, organize and manage geographic information system projects and programs; research and evaluate new technology; serve as project manager on large scale complex projects; serve as technical resource for GIS related issues; recommend, develop, implement and maintain information technology standards and processes including disaster recovery, network availability and security programs; participate in the development and administration of program goals, objectives and procedures; prepare and administer program budgets; prepare clear and concise technical and administrative reports; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work.
