Under immediate supervision, performs professional duties in the programming, testing, implementation and maintenance of geographic information systems, networks and applications across multiple operating platforms; designs, compiles, manages and analyzes data; troubleshoots and resolves basic system and application hardware and software problems; and perform other related work in accordance with Rule 3, Section 3 of the Civil Service Rules.
CLASS CHARACTERISTICS
This is the first level class in the Geographic Information Systems Analyst series. Incumbents perform work of a professional rather than technical nature, utilizing skills that require an understanding of analytical procedures and processes. This class is distinguished from the Senior Geographic Information Systems Analyst by the performance of the more routine tasks and duties assigned to positions within the series, including basic programming support for less complex geographic information systems, networks and applications. Since this class is typically used as a training class, employees may have limited related work experience.
TYPICAL DUTIES
Provides professional support in programming, testing, implementing and maintaining geographic information systems and applications across multiple platforms.
Creates various maps, reports, charts and other materials from multiple layers of data; imports, updates and creates datasets; performs geospatial analysis; ensures the integrity of geographic information systems data; reviews data input for accuracy and compliance with system standards; provides cartographic products.
Learns to maintain and support geographic information systems, networks and applications; responds to routine client calls and requests for minor system, network or application programming modifications.
Learns to administer geographic information systems in order to develop and enhance system servers, printers, workstations and related hardware/software functionality.
Learns to serve as database administrator and to plan, design and implement relational databases through utilization of appropriate design tools.
Creates technical documentation and instructional materials to assist clients in the use of system applications.
Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of geographic information systems technology.
MINIMUM QUALIFICATIONS
Note: Incumbents who, at the time that Classification Study #01-22 is adopted by the Board of Supervisors, occupy full-time Civil Service positions reclassified to this class by the study, shall be deemed to meet the requirements listed below.
Education: Graduation from an accredited four-year college or university with major course work in geography, geographic information systems, computer science, information systems, economics, engineering, architecture, environmental science, mathematics, business administration, or a related field.
Experience: One year of professional analytical computer and related systems work in a geographic information systems environment.
Substitution #1: Possession of an approved information systems technology certificate, or completion of an approved information systems training course may substitute for part or all of the required education. A list of approved certificates and/or courses shall be maintained within the Human Resources Department.
Substitution #2: Experience performing specialist-level information systems support work at a level comparable to or higher than the San Joaquin County class of Geographic Information Systems Specialist II may substitute for the above-required education on a year-for-year basis to a maximum of two years.
Substitution #3: Two years performing geographic information systems support work at a level comparable to or higher than the San Joaquin County class of Geographic Information Systems Specialist II may substitute for the one-year of required experience described above.
