Under general supervision, performs the most complex and/or sensitive child support enforcement work in the Child Support Department; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.
CLASS CHARACTERISTICS
Positions in this class are distinguished from other classes by the delicate nature of the information obtained, by the high degree of rapport which must be established to obtain information, and by the involvement in the legal process as it relates to the support of minor children. This is the advanced journey level class in the Child Support Officer series. An employee in this classification is responsible for performing the most difficult child support enforcement actions. This classification is distinguished from the Child Support Officer II in that this class is assigned the most complex, sensitive, or confidential cases requiring advanced technical skills.
TYPICAL DUTIES
Prepares and processes support enforcement actions such as criminal complaints, and actions taken under Penal Code166.4 and Penal Code 270.
Participates in development and preparation of innovative enforcement actions such as roundups, stings, till taps, personal property seizures, Judgment Debtor Examinations, and other enforcement actions as required.
Commences case file process by obtaining information from Custodial Party (CP), Non-Custodial Party (NCP), family members, witnesses, law enforcement, agencies or institutions, and attorneys for the benefit of gathering information to establish paternity, locate absent parents, and determine financial status.
Establishes terms for support arrears payment plan from non-custodial parent and monitors payment records to ensure compliance with court order.
In an automated system, maintains chronological log of case contacts and events.
Explains legal procedures, alternatives and consequences of actions chosen; interprets technical, legal, and court procedures; closely works with investigative and legal team to resolve cases and complaints; provides information in response to inquiries.
Prepares and maintains forms, applications, case files, and other records pertinent to each support case
May assist in the performance of field investigations of non-custodial party.
May testify in court.
May serve as a liaison with other State and County agencies.
Utilizes various tools and resources to locate individuals and assets.
Monitors cases for compliance with state and federal regulations.
MINIMUM QUALIFICATIONS
EITHER
PATTERN I
Experience: Two years of full time experience as a Child Support Officer II, or comparable classification, in San Joaquin County.
OR
PATTERN II
Experience: Three years of full time journey level experience as a Child Support Officer, or comparable classification, in a California Child Support Department.
KNOWLEDGE
Government codes, rules, and regulations which relate to the collection and enforcement of court orders and child support payments; established department policies and procedures related to child support matters; collection techniques and procedures; documents and forms used to establish and enforce support; methods and sources of information to locate absent parents, relatives, or related persons; interviewing principles and practices; financial record-keeping procedures; information systems and computers; modern office practices and procedures; basic mathematics to perform calculations and understand financial records; public relations principles and practices.
ABILITY
Read, interpret, and apply federal, state, local laws, ordinances, rules, codes, and procedures to child support cases; research legal, financial and other records sufficiently to obtain data needed to secure and enforce child support cases; communicate effectively in writing; communicate with persons from a wide variety of ethnic and social backgrounds sufficient to explain legal processes and obligations and/or penalties for nonpayment of support; also, to be able to elicit information from hostile and/or uncooperative individuals; organize work and establish priorities according to departmental operating requirements; work cooperatively with other staff, outside agencies and public so as to maximize support in accordance with established policies and procedures; maintain confidentiality.
