DEFINITION

Under general supervision, performs Child Support case compliance reviews to determine County compliance with Federal and State Child Support Enforcement program requirements; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

An employee in this class is responsible for conducting AB 1033 Child Support case compliance reviews. An employee in this class is responsible for preparing on-going reviews, analysis, corrective action reports, monitors casework for compliance on an on-going basis, and conducts staff training.

TYPICAL DUTIES

  • Conducts formal reviews of Child Support cases to determine compliance with Federal and State regulations and program requirements.
  • Collects, evaluates and analyzes information to identify areas of non-compliance and potential areas of non-compliance.
  • Develops and implements program improvement and corrective action plans for areas of non-compliance; prepares recommendations for the Department and the State regarding resolution of non-compliance areas.
  • Develops County review guides and procedures; integrates changes required by the State with County review procedures; recommends, formulates, and modifies local procedures, policies, and operational guidelines to ensure compliance.
  • Acts as liaison between the Child Support Department and other County and State agencies; may represent the Family Support Division at meetings and conferences at the local or State level; coordinates special Child Support projects.
  • Provides training to division staff regarding compliance-related matters.
  • Prepares and maintains various reports, statistics, and correspondence.

MINIMUM QUALIFICATIONS

Experience: One year as a Child Support Supervisor or comparable class in a California County Child Support Office or comparable department.

OR
Experience: Three years as a Child Support Officer II or III in San Joaquin County or comparable class in a Child Support function of a California County Child Support Office or comparable department. 

OR
Experience: Two years as a Paralegal working on Child Support cases or a comparable classification in a Child Support function of a California County Child Support Office or comparable department.

KNOWLEDGE

Goals of child support agencies; Federal regulations and California statutes applicable to the Child Support laws; collection methods and procedures; principles of gathering and analyzing information; basic statistical computations and graphics; basic training methods; principles of report writing.

ABILITY

Prepares clear, concise reports and make presentations regarding findings; gather, record and analyze data; maintain detailed and accurate records; follow oral and written directions; prepare written and oral presentations; comprehend and interpret child support enforcement laws and regulations; establish and maintain effective working relationships with County and State staff and others.

PHYSICAL/MENTAL REQUIREMENTS

Mobility-Frequent operation of computers; repetitive motion; sitting for extended periods; walking; occasional driving may be required; Lifting-Frequently 5 pounds or less; occasionally 5 to 30 pounds; Vision-Constant good overall vision and reading/close-up work; frequent color perception and use of eye/hand coordination; occasional use of depth perception and peripheral vision; Dexterity-Normal dexterity with frequent writing and repetitive motions; Hearing/Talking-Frequent hearing and talking on the telephone and in person; Emotional/Psychological-Frequent decision making, concentration and public contact; occasional exposure to grief; Special Requirements-Some assignments may require working weekends, nights, and/or occasional overtime.
