Under direction, manages and directs one or more operational and/or administrative sections of the Bureau of Investigation in the District Attorney’s Office; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service rules.
CLASS CHARACTERISTICS
An employee of this class is responsible for providing administrative and technical management and direction planning, assigning, and supervising the activities of investigative functions and programs of the District Attorney’s Office; oversees and/or performs administrative and project work in support of the Bureau. Direction is received from the Chief District Attorney Investigator and the District Attorney.
Employees of the District Attorney Investigator series are statutory full-time peace officers and have a duty to act upon criminal violations occurring in their presence. Employees are peace officers as defined by Section 830.1 of the Penal Code.
TYPICAL DUTIES
Oversee and direct the deployment and operations of employees engaged in one or more functions in support of the investigation and prosecution of criminal and civil cases; coordinate supervision of investigative staff assigned to the Bureau of Investigation.
Assist in the administration of personnel management functions, including hiring, employee and labor relations, performance management, and discipline; supervise and evaluate the work of subordinates and provide administrative and technical direction; assure work quality, efficiency, and safety within programs of responsibility.
Develop and implement objectives, goals, policies, and procedures of assigned work unit(s) and/or functions; direct the collection and reporting of statistical data and the development of performance measures.
Direct and lead the coordination of investigative activities of the District Attorney’s Office with local, state, and federal law enforcement agencies.
5. Participate in or conduct meetings and conferences as a representative of the District Attorney’s Office; work in collaboration with community-based organizations to develop and maintain positive relations to prevent and resolve issues, gain compliance, and build trust.
May personally direct and participate in the conduct of complex, major, and/or sensitive investigations; advise the Chief District Attorney Investigator as to recommended course of action.
May be required to assume command in the absence of the Chief District Attorney Investigator.
As assigned, acts in mutual aid situations, which may include active law enforcement duties; applies proper techniques of arrest; determines appropriate course of action when faced with potentially violent situations; works in an undercover capacity.
MINIMUM QUALIFICATIONS
Experience: Two years as a District Attorney Investigative Sergeant in the San Joaquin County District Attorney Bureau of Investigation.
License: Possession of a valid California driver’s license.
Certificate: Possession of Advanced and Supervisory P.O.S.T. certificates including or supplemented by successful completion of approved courses in Powers of Arrest and use of firearms in accordance with Penal Code Section 832. Such courses must have been approved by the California Commission on Peace Officers Standards.
SPECIAL REQUIREMENTS
Must attend and pass a P.O.S.T. – certified management course within 12 months of appointment (CCR Title II, §1005)
Meet and maintain minimum standards required for peace officers as set forth in Sections 1029 and 1031 of the California Government Code.
KNOWLEDGE
Personnel administration and supervision; principles of budget development and administration; techniques, methods and procedures used in crime detection and criminal investigation; rules of arrest; court and legal proceedings; community-based policing and collaborative problem solving between community residents and law enforcement; investigative techniques and procedures; civil and criminal laws, codes, and ordinances in effect in the County; rules of evidence and techniques of securing, evaluating, and preparing evidence and exhibits for trial; search and seizure; service of legal papers; legal rights of citizens; firearms safety.

Supervise the work of subordinates; effectively apply best practice with regard to employee management and discipline; keep records and prepare, review and evaluate comprehensive investigative and business reports; interpret and apply applicable legal provisions; gather, assemble, analyze, and evaluate facts and evidence; obtain information through interviews, interrogations and observations; be honest, fair, equitable, and tactful in both pleasant and unpleasant situations; draw logical conclusions and make proper recommendations; communicate effectively using the English language, both orally and in writing; establish and maintain effective working relationships with other investigators, law enforcement officials, the public and others.
