DEFINITION

Under direction, supervises the agricultural enforcement programs in a branch office of the County Agricultural Commissioner's Office or supervises a specialized county-wide enforcement program; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

This is the first line supervisory class of the Agricultural Inspection series. An employee of this class supervises the enforcement provisions of the Food and Agriculture Code and the California Code of Regulations.

TYPICAL DUTIES

  • Plans, assigns, trains, supervises, reviews and evaluates the work of subordinate inspectors and clerical staff assigned to a branch office or to a specialized department program; insures adequate staffing levels; reports to the Assistant Agricultural Commissioner/Sealer on office or program activities.
  • Assists in developing and implementing departmental policies and procedures; plans and implements changes to improve operational efficiency.
  • Interprets federal, state, and county agricultural laws for subordinates; insures that inspectors are informed of changes in laws or enforcement practices.
  • Participates in agricultural inspection and enforcement work; resolves the most difficult inspection or enforcement problems.
  • Serves as department representative at meetings, hearings or other professional functions.
  • Prepares correspondence and reports related to office, program, or department activities.

MINIMUM QUALIFICATIONS

EITHER PATTERN I 
Education: Graduation from an accredited four-year college or university with a major in agriculture or a biological science.

Experience: Five years in certificated agricultural inspection and enforcement work. 

OR PATTERN II 
Experience: Two (2) years as a Senior Agricultural Inspector with San Joaquin County. AND License: Possession of a valid California driver's license. 

Special Requirements: Possession of a valid registered license as a Deputy County Agricultural Commissioner issued by the California Department of Food and Agriculture.

KNOWLEDGE

Duties and responsibilities of the County Agricultural Commissioner's Office; principles and practices of supervision; principles of public administration; state, federal and county laws governing the regulation of agriculture commodities; agricultural inspection methods and techniques; general agriculture including crops, soils, fertilizers, equipment and related items, basic horticulture, plant pathology and entomology; pest vertebrates, insects, weeds, and other agricultural pests; pesticides, traps, bait and other pest control measures, basic mathematics, experimentation procedures, including sampling, testing, control methods, and data collection; basic public relations; report writing practices.

ABILITY

Plan, supervise, and coordinate the work of others; read, understand, and interpret job related material, including technical and legal publications; enforce laws, regulations and guidelines firmly, tactfully, and impartially; make decisions on complex enforcement problems in accordance with established policies and procedures; communicate effectively, both orally and in writing; establish and maintain effective working relationships with others.
