DEFINITION

Under general direction, assists with planning, organizing, directing, staffing and controlling a wide range of inpatient admitting, outpatient registration, and related activities at San Joaquin General Hospital; assists with and helps coordinate various projects; serves as a resource regarding admitting rules, eligibility guidelines and regulatory requirements; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

An incumbent in this single position, mid-management-level class has significant responsibility for ensuring the quality of patient admitting and registration processes by managing day-to-day patient financial screening, pre-admitting, bed control, outpatient registration and related activities to ensure that they are performed in an efficient, effective and appropriate manner. The incumbent also assists the Manager of Admitting with strategic and project management activities by providing administrative leadership and direction over assigned areas.

TYPICAL DUTIES

  • Assists the Admitting Division manager with planning, organizing, directing, staffing and controlling the clerical, technical and administrative work of the Division, such as the establishment of payment plans, the scheduling of admissions, pre-registrations, the maintenance of patient census data, the verification of insurance benefits, and the establishment of third party coverage where none previously existed.
  • Provides appropriate guidance and technical expertise to staff performing various inpatient admitting, outpatient registration and related services; develops workload and productivity standards; assures that Admitting Division activities are performed in a manner that meets organizational needs while maintaining positive customer service and patient satisfaction.
  • Assists in ensuring adequate and appropriate staffing for a 24 hour/7 day per week operation; assists with hiring new staff; assigns, trains and evaluates subordinate personnel; takes appropriate action on disciplinary matters; verifies and assures staff proficiency; ensures that staff development needs are met and directs staff training and education activities as required; manages personnel and policy-related issues; implements regulatory and process changes.
  • Assists in the development and implementation of goals, policies, strategies, and procedures for the effective and efficient management of activities in the Admitting Division.
  • Interprets federal and state regulations, contracts and agreements pertaining to government sponsored program eligibility, admissions and service criteria and assesses their impact on reimbursement; initiates action plans and implements regulatory charges when needed.
  • Coordinates and cooperates with Health Care Services managers/staff, insurance providers, outside agencies, and others as needed to assure patient satisfaction and to help obtain maximum reimbursement for inpatient and outpatient services.  
  • Monitors budgets for assigned units; assists with development and preparation of the annual Admitting Division budget.
  • Develops and implements quality control and quality improvement programs for the Admitting Division; monitors work in progress as well as completed work to verify accuracy and efficiency; reviews, analyzes and interprets various complex reports and documents to evaluate and improve activities in assigned areas and ensure compliance with federal, state and other regulations.
  • Assures appropriate utilization of information technology and related tools to support assigned operations; participates in the planning, development and testing of new and/or upgraded computerized patient admitting/registration systems.
  • Prepares correspondence; analyzes financial and statistical data; develops, interprets, organizes and prepares presentations and reports.
  • Ensures that patient interactions and the necessary communication of patient information is done appropriately and confidentially.
  • Represents the Health Care Services agency to individuals and groups as assigned; attends meetings and conferences and participates on committees as assigned.
  • Acts for the Admitting Division manager in his/her absence.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited four-year college or university with a major in business or public administration, health care management, accounting, social science, health science, or a closely related field.

Experience: Two years of responsible experience performing hospital admitting, clinic registration, social service eligibility, or similar duties in an acute care hospital setting within the last five years, including at least one year in a supervisory capacity. Experience with health care insurance verification processes and third party reimbursement practices is preferred.

Substitution: Additional qualifying supervisory experience within the last seven (7) years may substitute for the education on a year-for-year basis to a maximum of three years.

KNOWLEDGE

Principles and practices of management, supervision and administration; principles and methods of quality control; general hospital business practices and procedures; terminology pertaining to hospital admitting/registration processes; state and federal regulations related to health care billing and reimbursement processes; Medicare, Medicaid and insurance verification processes and reimbursement criteria; medical managed care practices; accreditation standards for hospital admissions and outpatient registration activities; admitting/registration computer information and reporting systems; data analysis and report writing techniques.

ABILITY

Supervise the patient admitting and registration activities of an acute care hospital; interpret complex health care revenue cycle regulations and ensure compliance with such regulations as they pertain to the admissions/registration of patients; develop and administer budgets and perform related general management activities; establish and maintain effective working relationships with third party payers, physicians, health care managers, patients, and others; work cooperatively with others; influence positive process changes; utilize complex information technology systems to maximize the efficiency and quality of assigned activities; analyze and interpret complex data and draw logical conclusions to develop and address operational processes; communicate effectively, both orally and in writing.
