Under direction of the Integrated Waste Manager, performs responsible supervisory work and coordination of the field activities of the County’s Solid Waste Division; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.
CLASS CHARACTERISTICS
An incumbent in this single position management class is responsible for the coordination and direction of the field operation activities of the Solid Waste Division, including County-owned and/or operated sanitary landfills, transfer stations, recycling centers, and materials recovery facilities.
TYPICAL DUTIES
Assigns, supervises, and reviews the work of subordinate staff; resolves personnel and staffing issues; trains and evaluates staff.
Participates in capital improvement planning and program evaluation; participates in coordination of implemented projects for grounds, facilities, and equipment improvement and modification.
Develops and maintains various safety plans required by local, state and federal regulatory agencies; conducts periodic inspections of grounds, facilities and equipment; prepares policies and procedures; investigates and resolves environmental, health, safety, or economic problems and complaints.
Conducts physical and financial planning for future waste management needs; reviews and analyzes work records, activity, material and equipment records, technical materials, and related data; prepares reports, cost estimates and technical data for review.
Prepares equipment specifications for waste management facilities.
Develops, implements, and manages waste diversion programs at County disposal sites.
Coordinates the marketing of recycling materials recovered at County waste management sites.
Gathers and evaluates data relative to the operations of County disposal sites; assists with the preparation of budgets and financial documents; provides budget oversight; performs complex studies related to operating procedures, services, finances and other related matters.
Oversees and administers professional services contracts; maintains and prepares various records, reports, correspondence, and policies and procedures.
Coordinates County work program with other departments.
Acts in the absence of the Integrated Waste Manager.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited four year college or university with major course work in business or public administration, environmental studies, physical science, civil engineering or a closely related field.
Experience: Four years of increasingly responsible administrative or management experience in solid waste management, including one year of supervisory responsibility.
Substitution: Additional-qualifying experience may be substituted for the required education on a year-for-year basis.
License: Possession of valid California driver’s license.
KNOWLEDGE
Principles and practices of solid waste management and administration; policy development and implementation; business correspondence and report writing; pertinent local, state, and federal laws, rules, and regulations relating to solid waste management; budgeting procedures and techniques; specification writing for heavy/waste management equipment; principles and practices of supervision, training, and personnel management; basic computer and modern office automation technology and computer software programs relevant to department operations.

Organize, direct, and implement comprehensive solid waste field operations including reduction, recycling/materials recovery operations, refuse transfer sanitary landfills; operate computers and related software; prepare and administer budgets; maintain records and prepare reports; supervise, train, and evaluate personnel; interpret and explain division policies and procedures; establish and maintain effective working relationships others; communicate effectively, both orally and in writing.
