Under general direction, plans, organizes, coordinates, budgets, and manages a specific Environmental Health program unit or the department’s training program, and performs related and other work as required, in accordance with Civil Service Rule 3, Section 3.
CLASS CHARACTERISTICS
Incumbents of this management level class manage, plan, organize, and implement assigned Environmental Health Department programs, departmental plans and/or specialized activities in accordance with State of California guidelines. Incumbents manage diverse professional, para-professional, and support staff.
TYPICAL DUTIES
Plans, organizes, coordinates, budgets, and manages assigned environmental health programs and operations.
Assigns, trains, supervises, evaluates, and coordinates the work of Environmental Health Specialists and/or other professional or support staff.
Assists in management activities, including budget development, grant proposals, assessment of community needs, and development of policies and procedures.
Conducts the most complex or difficult inspections and investigations to determine compliance with environmental health laws; determines need for corrective action and provides appropriate assistance; conducts surveys and collects data.
Depending on program assignment, may plan, organize, coordinate, and manage the environmental health operations and training programs; updates the training plan and program; establishes and coordinates training schedules; provides overall orientation programs for trainees.
Develops policies and procedures, goals and objectives; evaluates conformance with policies and procedures and achievement of goals; ensures departmental compliance with state required documentation; researches and analyzes environmental health program and agency operational related laws, policies and other regulatory requirements or changes; reviews technical reports and studies; prepares summaries and makes recommendations.
Depending on program assignment, may develop, update and implement the departmental disaster response plans; provides initial and on-going training for staff; coordinates department disaster response activities with the County’s Office of Emergency Services, Public Health Services, and/or other departments.
Supervises staff involved in inspecting food handling and processing establishments, land use applications, public swimming pools and spas, substandard housing, well systems, solid waste, small public water systems, on-site wastewater treatment and disposal systems; underground storage tank facilities, hazardous waste generator facilities, and other environmental health programs.
Reviews and approves plans for installation of on-site wastewater treatment and disposal systems, well systems, underground storage tanks, public swimming pools, food establishments, small public water systems and other environmental health programs; performs emergency response services.
Supervises staff involved in: investigating complaints of nuisance and unsanitary conditions; gathering facts and samples as a basis for abatement and control measures; inspecting chemical and hazardous waste storage facilities; hazardous material spills and site investigation clean up assessments; and/or departmental operational processes such as document imaging, data quality control, records requests, and geographic information systems.
Enforces federal, state and local laws, ordinances, regulations and standards and secures compliance in the area of environmental health and environmental health training programs; serves as liaison and coordinates with various County, local and state public law enforcement officials to determine enforcement needs and resolve violations or other issues.
Conducts administrative hearings; works with the District Attorney’s Office to gain compliance with federal, state and local environmental health and other related laws and regulations; attends depositions and court proceedings, and provides testimony as required.
Gathers, organizes, and analyzes technical data; prepares appropriate reports utilizing computers and computer software programs, including specialized data bases and geographic information systems; prepares and maintains specialized records to meet state and local requirements; prepares correspondence.
Interprets environmental health laws and regulations and confers with business owners, contractors, consultants, public and private officials, and the general public; reviews and develops plans for resolving issues related to environmental health problems; coordinates with other agencies to promote environmental health; attends public hearings and meetings and provides testimony as required; makes presentations to various interest groups.
May serve as the Director of Environmental Health in his/her absence as assigned.
MINIMUM QUALIFICATIONS
EITHER PATTERN I
Education: Possession of a bachelor’s degree from an accredited college or university with course work in basic sciences and mathematics as prescribed in Section 106600-106735, all inclusive, of the California Health and Safety Code.
Experience: Three years of increasingly responsible experience performing the duties as a Registered Environmental Health Specialist in a California public health agency.
Substitution: A master’s degree in chemistry, physics, biology, microbiology, public health, or a closely related field may be substituted for six months of the required experience.
OR PATTERN II
Education: Possession of a bachelor’s degree from an accredited college or university with course work in basic sciences and mathematics as prescribed in Section 106600-106735, all inclusive, of the California Health and Safety Code.
Experience: Three years of increasingly responsible experience performing the duties equivalent to a Registered Environmental Health Specialist in an external public or private agency with at least one year in a lead or supervisory capacity.
Substitution: A master’s degree in chemistry, physics, biology, microbiology, public health, or a closely related field may be substituted for six months of the required experience.
AND
Registration: Possession of a valid certificate as a Registered Environmental Health Specialist issued by the California Department of Health Services.
License: Possession of a valid California driver’s license.
KNOWLEDGE
