Under general direction, performs responsible supervisory and managerial functions in the San Joaquin County Public Health clinics and other assigned public health programs; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.
CLASS CHARACTERISTICS
An incumbent of this single position, management level class plans, organizes, staffs, leads and controls San Joaquin Public Health clinical services programs and clinic components in accordance with state guidelines. These programs include but are not limited to the provision of immunizations, diagnosis and treatment of communicable disease, and prenatal care. General direction is received from senior administrative staff.
TYPICAL DUTIES
Plans, develops, implements, maintains and reviews the operation and multiple services of the San Joaquin County Public Health Clinical Services Department including staffing, maintenance and overall management of outlying area clinics in Tracy, Manteca, and Lodi and other public health programs as assigned to clinical services; identifies service needs and develops and implements corresponding clinical services and programs.
Selects, assigns, orients, trains, supervises, and evaluates clinical and support staff; recommends employee discipline, as appropriate.
Prepares, administers and maintains department budget; develops fee schedule(s) for clinic services; develops eligibility and sliding scale policy; manages staff responsible for the collection of payments and insurance reimbursements from Medi-cal and other payers.
Develops, implements, maintains and reviews clinic policies, protocols and procedures; manages clinic quality assurance program.
Ensures the integration and collaboration of the San Joaquin County Public Health Clinical Services with other areas of the Health Care Agency and the community; as assigned, attends and acts as liaison for Public Health Services at state, regional, and community conferences, meetings and functions; participates as a member of the Public Health Disease Control and Prevention policy development staff.
Compiles and evaluates client and other data; prepares reports and correspondence.
MINIMUM QUALIFICATIONS
Education: Bachelor's degree from an accredited college or university with a major in Biological Sciences, Health Science, Nursing, Public Health, Business Administration, Public Administration or closely related field.
Experience: Three years of progressively responsible administrative or operational experience in a public health, ambulatory or other medical services clinic area, including one year in a supervisory capacity.
Substitution: Possession of a Master's degree in Nursing, Public Health, Public or Business Administration or closely related field may be substituted for one year of the non-supervisory experience.
License & Certificate: Possession of a valid California Driver's License.

Plan, organize, and conduct programs and operations of multiple public health clinical services; assign, supervise, train, and evaluate staff that includes professional, paraprofessional and clerical staff; interpret Medi-cal, eligibility and reimbursement and specific program regulations; identify service needs and develop and maintain corresponding clinical services; analyze data; prepare reports and correspondence; effectively represent the Health Care Services Agency and Public Health Services with the public, community, and other government agencies; establish and maintain cooperative relationships; maintain excellent customer relations.
